As you may recall, the 1973 Capital Improvement Bond Program allocated $168,000 for the construction of the new dog pound. . On Wednesday, May 8, 1974, bids for that project were opened and the low bid totalled $205,058. 80. The result of this low bid indicates that the available funding for the project is short by $37 ,058. 80. - ' Based on this shortage arid also based on the urgent need for the program that this facility will provide, I have approved the recommendation of Mr. Eberhardt for funding the $37 , 058. 80 from the CIB Unallocated Administrative Reserve. I have reviewed this matter with Greg Blees and ask that your committee eview this •s matter and take the appropriate action at the CIB Committee meet- ing scheduled for June 4, 1974 . Again, my thanks to you for your consideration and service in these matters. Sincer , , Roger A. Mattson - - mh cc: Edward R. Eberhardt Thomas J. Kelley :; . Robert W. City of Saint Paul 365 City Hall & Court House 15 West Kellogg Boulevard • Saint Paul , Minnesota 55102 . Dear Mr. Mttson: • The Division of Public Health was authorized $168,000 in the 1973 IB budget for the construction and turnishing of a new City Dog Pound facility. The bids for this project were opened on May 8, 1974 and the low bid was $205,058.80. This figure exceeds our ClB allocafiion by $37,058. I am, therefore, requesting that an additional 37 058 from the CIB unallocated Administrative Reserve fund be rans erred to t s proec so e con rac can e awarded and the construction can proceed. A new Dog Pound facilifiy is essenfiial if we are to conduct our Canine Control Program in the magnitude and manner that the Mayor and City Council desires. The need and high priority for this structure had already been recognized by the CIB Commifitee and the City Elected Officials. I do not feel it is practical afi this time fio further reduce fihe size or features presently specified for this facility since we have already made a number ' of revisions in our original plan that reduced the facility size, dog holding capacity, garage and office space, and type of con- • struction materials in an eftor-t to reduce the costs to the current level . . /"`' ' /`" , `_ — '_, /> :e - ;— . =! . . =_.r ti- - yi `, ` • - , t }, . f t_ v 1- , . `" • • - /. At the present time, the maximum holding capacity for the facility is 116 animals. Any further reductions in this would lead to a facility that would be inadequate for our program. i , therefore, ask that you look favorably on our request for this additional funding. Sincerely, _,'y Edward R.
