The Council of the City of Saint Paul has conducted a public hearing upon the above improvement, due notice
thereof having been given as prescribed by the City Charter; and �
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

This order carries with it some non planned, unmeasured calculations that
should appear ridiculous to anyone:
Attached are pictures labi$d o-1-2-3. Ptcture 1 faces northwesfi from Pelham
intersection. The broom that can be seen in the picture is 240 feet from Pelham Blvd.
What about the thousands of feet beyond with no sidewalk on west side of Otis2
Picture 2 shows that 240 feet ends in middie of a property ou�er's lawn. What
kind of planning is this?

is in poor condition. However, 240 feet from Pelham extends 4 f��t beyond fe�ce shown
and leaves 32 feet of bad sidewalk.
In all of this area, thee es a deep enderlament of peet about 4 feet at least
and any sidewalk will ; be subj ect to set6ling and heaving.
Unless sidewalk is going to be put the full length of west side of Ofiis, then
sidewalk on full length of East Side should be replaced and repaired as needed and
assessed to property owners on both sides of the street.

What logical reason could b e given for replacing 6x6 sidewaik as shorm on
picture (1) on a street that it is doubtful that 10 persons a day walk pn, and
where there are only 2 and 2/3 houses facing the street?
Re. Pciture (2) , if sidewalk is to be placed on only west side of Pelham,
�y souldn't land awner on east share cost? Furthermore, two to three times as
many pedestrians walk on east side of Pelham between fence and road as on west side.
Re. Picture (3) , the city boulevard about 20-30 ffi is old 2x2 sidewaik.
Pelham Boulevard is maintained by the city. They cut the grass on said boulevard
and if it is felt that this sidewalk on one side only should be replaced or repaired,
then it should be a city-paid-for proj ect.
Unless excavation comparable to that done on the street, 14 ft deep to remove
peet, new sidewalk wili heave and setitle as much or more than current sidewalk.
Note: Nortl� of Desnoyer for a few hundred feet, the city owns the property,
butlaever cleans the snow from the sidewalk, why�
