fee simple, absolute and easements as described above; and the City Officers and City Attorney are hereby authorized

This walk was initiated by the Director of Public Works as public necessity
on the basis of 3 complaints and inspection of the walk.
This walk is old tile and poured concrete with tree heaves, broken tile,
high joints, tripping hazards, water pockets, holes in tile, missing tile�
disintegrated, cracked concrete panels and scaled, tipped panels and disintegrated
curb.
The Engineering recommendation is for approval of the order.

of the sidewalks listed on tne attached Administrative Order.
The estimaCed cost thereof is $3��. per lin. ft. for standard sidewalk

estimated cost of integral curb and walk is $1.65 per sq. ft. _

TO THE CITY COUNCIL:
I have recently received a letter (File S9937) from the Department of
Finance and Management Services advising me that a sidewalk is to be
constructed on the north side of my property, that is, the south side
of Kenwood Parkway on the side of the hill from Osceola Street.
The letter advises that if I have any questions, I should attend a
public hearing of the City Council on June 6. I have to be out of
town on business on that day and so I am writing this letter to make
rny views known to the City Council .
The segment in question is the remains of an old sidewalk which is
overgrown by trees on the bottom of the hill and has the crumbling
sidewalk on the top portion. This should certainly be removed. How-
ever, I question whether a sidewalk is now necessary on this segment.
I propose that the present remains be removed, that a new curb be
installed and that I landscape the old sidewalk area. The bottom
portion would be the present wooded area and I would expand the
shrubbery on the top portion.
I have lived at my present address for over four years and cannot
remember anyone ever using the remains of the present sidewalk. There
are no buildings on Osceola Street south of Kenwood Parkway and north
of the 35E route. There is a sidewalk on the north side of Kenwood
Parkway for anyone from Osceola north of Kenwood Parkway or from Linwood
Avenue wanting to walk up or down the hill . I believe that a new side-
walk on the south side would serve no useful purpose and would be un-
sightly.
The wooded area near the bottom of the hill contains two old oak trees
which are an important diversification from the predominant elms in the
area. A sidewalk as proposed could easily harm the roots of these oaks.
Landscaping would be more appropriate for the area than concrete.
I am sorry that I cannot attend the public hearing to answer questions,
but I would be happy to work with anyone on this problem when I return.
