Graduated from the College of St. Thomas in 1963 with a
Bachelor of Arts degree in Social Science. Minor work
' while at St. Thomas was in Psychology with elective em-
phasis in accounting and economics. Since graduation,
I have attended two management training courses, one in
1969 and again in 1974. I have graduated from the
Revenue Sources Management School and am currently
serving a 3-year term on the board of regents of that '
school.
Work Experience
l. Superintendent of Parks and Recreation, City of

May 1, 1973 to Present
�Duties: To direct the operations of the Division of
Parks and Recreation within the Department of Comm-
unity Services. Princip�l functions involve direct
supervision of planning, budgeting, and development
of operating policies for the division. Included in �
this budget and policy development has been the res-
ponsibility of integrating our Capital Improvements
and operating budget into the concerns of the depart-
ment as a whole.
This last year in the department has been one of
� necessarily close cooperation with the other divisions
for two reasons: 1) We are attempting to uriderstand the
inter-relations of the diverse interests of the divisions;
and 2) The City continues to face budget constraints.

Duties (continued) : As Superintendent of Parks and
Recreation, I provide direct supervision to the five
, section heads and to the directors of the two major
special use facilities. This has been a period of
reorganization within this division: we combined
the four bureaus of Parks, Recreation, Refectories
and Administration into the present organizational
structure. This has regrouped functions within
the sections and eliminated unnecessary duplications
of effort.
We have developed an effective program of citizen
participation. I have attended many community meet-
ings with vigorous open dialogue, to ensure individual
and group participation in project planning and area
programming. We are currently in the process of
developing formal policy goals and objectives which
will result in a master plan for our City' s parks and '
recreation system. That plan is essential in respond-
ing to both immediate and future needs of the City.
2. Superintendent of Parks, City of Saint Paul
� January, 1972 to May, 1973
Duties: To direct the operations of the Bureau of
Parks within the Department of Parks, Recreation
and Public Buildings. Principal functions included
planning, budgeting and administration of operations
x within the bureau. I advised the Commissioner on
the formulating of policies regarding future park
development and use; landscaping; plant disease control;
and zoo and Conservatory use, renovation and expenses.
3. Manager of Park Refectories, City of Saint Paul
January, 1968 to ,Tanuary, 1�72
Duties: To report directly to the Commissioner for
the planning, administration and supervision of the
Bureau of Refectories, within the Department of Parks,
Recreation and Public Buildings. Principal function
was to advise the Commissioner in formula�ing policies

Duties (continued) : for revenue producing activities,
: services to be offered and the effective use of the
� facilities available. Other duties involved the
presentation of an annual budget, including proposed
rate changes, contract increases, as well as a review
' of all' cash receipts, inventories and expenditures.
4. District Supervisor, City of Saint Paul
September, 1966 to January, 1968
Duties: To report to the Supervisor of Recreational
Activities for the Department of Parks, Recreation
and Public Buildings and to supervise 15 recreation
centers within the city of St. Paul. Principal func-
tions included supervising and training personnel
assigned to those recreation centers, and working with
each center director in order to develop a recreation
program to meet the needs of that neighborhood. In '
order to accomplish this, it was necessary to meet
with individuals, groups and organizations to discuss
programs, facility requirements and improvements.

5. Recreation Center Director, City of Saint Paul
'y June, 1963 to September, 1966
Duties: To plan, develop and operate a comprehensive
recreation program designed to meet the leisure time
needs of the neighborhood in which the recreation cen--
�9, ter is located. Primary functions involved working
. with the community to ascertain needs and discuss pro-
gram content for the center. I also recruited and
trained volunteers to direct and to lead activities
where necessary, to assist at district and city-wide
. recreational activities and programs.
• 6. Recreation Leader, City of Saint Paul
May, 1960 to June, 1963
Duties: From May, 1960 until Seg�tember, 1961, my
responsibilities were to lead specific recreational
activities as defined by the Recreation Director at
the center to which I was assigned. In September of
1961, I was placed sn charge, on a temporary basis,
until I was certified as a Recreation Center Director
in June, 1963.
