WHEREA.S under the Housing and Comnaunity Development Act of 1974
�Public Law 93-38�, certain funds are to be made available to the City of
Saint Paul for the development of decent housing, a suitable living environ-
ment, economic opportunities for those of loaT and moderate income, and the
improvement of neighborhoods; and
WHEREPsS, the Act does call for the promulgation of pol�.cies and
procedures applicable to the making and issuing of community dev�lopment
prograzn block grants and loan guaranties by the Department of Housing and
Urban Development, and in compliance with the dictates of said law, said
Department has issued rules, regulations, practices and procedures which
authorize under Title 24, Gode of Federal Regulationa� Part S70, advance of
funds for applicants in connection with their incurring of costs for the
planning and preparation of an app3.3,cation for funds; and
WHEREAS, the (Iity of Saint Paul is in the process of making proper
plans and developing a program which will conform to the regulations of the
Housing and Community Dev�lopment Act of 1974; naw, therefore, ba it
RESOLVSD, the.t purauant to the rules sx�d regulatione of the
Department of Houaing and Urban Development� the proper Gity officere and
agents of the City of Saint Paul are authorized and directed to plan and
undertake the steps necessary for submitting an application on behalf of the
Gity of Saint Paul within the provisions of S 570.303 of said Rules and
Regulations, and ancillary thereto to incure costs for the planning and
preparation of an applica.tion for funds which are to be available under the
Act, it being recognised that reimbureem�nt for auch cost will depend upon
both the availability of funds to implement the prescribed requeet for
advance and upon the submission of a timely application by the City of Saint
Pau1 to the Department of Houeing and Urban Development; .further be it

RESOLVED, that the City Glerk of the City of Saint Paul notify
the proper officers and agents of the Department of Housing and Urban
Development of thia action by the City _of Saint Paul and attach thereto a
copy of this resolution in compliance with the prerequisites for attaining
such an advance of funds from said Department.
