S�Je sere not informed of any assessment at any ti.me, nor was an opportunity� �� to petitiari granted. b. 4de were �.nformed by both foreman for the construction company, the State . project engineer and one of the city engineering department that the entire pro�ect ��ras being paid for out of state funds as part of the I 91� — Hi�htray bl interchange and ��re o�ould not be assessed. e. ?�Je had no prior notificatioai of the project until a sign i�as placed an the street stating the road orould be closed and on 10 T�iay we were informed by o�e of the engineers on the project that �;e Frould have to park our cars up the • street as the road was to be closed for repair from 13 i�iay to 1 June. d. j•le moved our cars and this caused some problems. Fisst it �•ras necessary to hand carry all groceries and ather purchases through a neighbors yard or on the street which at best F�as loose sand and generally a muddy pool. In addition— twice — attempts k�ere made to break into cry car� or move it. e. The project co�npletely cut off the use of both of my driveways and �ve orere the om].y home completely isolated without an access to our property. r;ot only for the last half of May but the work continued and cae could not get into our drive until z9 July. � f. Due to the fact that the contractors began work early we r:ere avrakened many days just after 6:00 am wi�h the loud noise of tractors and mach�nery� thus we lost sleep cont=nually for al.most 3 months. g. Nvt only i•�ere the 3nconveniences above a eource of irritant, we put up with them because we thought since we would have a ne�•r road at no expense to aurselves, but I c•ras not able to make some home improvements I had planned. I scheduled leave time at the end of Alay but could not do a thin� because I could not get materials i.�. I then rescheduled leave for the first �reek in July� � _ � _ %' _. .....� _ _.. _ __ . �i '�1 � �r. r � /�: '_r . . �M r � hr���� , � SUBJECT: Appeal of Assessment Can't page 2 � and again could not properly do tohat I had planned because the pro��ct ��as sti11 incomplete and I had no access to my property� in addition, I had reserved a site for my trailer near Camp Ripley so my family could be near me tahile I attended 2 4�eeks annual training with the P�inriesota Pdational Guard. 3ince there was no taay I could get my trailer out, after all the project Uras to be completed 28 I�1ay and this ��aas 15 June, I therefore had to cancel my reservatian at the last minute thus loosin� money and my family had to remain -home. Since this `mas t� la st camp — it wa s not appre ciat ed, h. In addition — the road bed was cut doc�m about 3 feet and suddenl.y my drive was up in the air V�ith approaches too steep to use. Consequently after discussion t�rith the engineers I si.gned a �aaiver for them to cut into my drive and change the slope. This necessitated cutting out asphalt drive and some cement t•rork and replacing it at a neio slope. This left my upper drive with a reasonable approach but� rty lower drive is no��r Very steep and I d� not Imo:•r what it wi1T be when ice and snow occur. The repl�cement left substantial cracks and has a small dip an ane spot and I am sure that I c,i11 have to resurface the entire repaire� areas if my drive is to return to oridinal cond.ition. �:rho . is going to pay for this? The contractors stated rny ariginal`drive was well constructed and deep and that their repairs should equal the qualify. But final results proved otherN�ise. The cutting dot.�n of the road bed also caused other problems, These are: First during construction large amounts of materials removed from the road bed were piled against my hedges, retaining orall, and on the dxives. This ca.used some loss of hedge, crac�cs in the retaining V�all and crac�cs in the drive. Also upqn cocrmletion the boulevard is noc�a at such a steep angle that it is dangerrnzs to use rcry riding mo:•rer. �lthaugh the boulevard c•ras sodded, it t•ras a very poor job. Overall the�final results r�ere much worse than what the old situation was. � . 3. In summary, looking at all items, the road iatprovements did nothing to a.mprove my entrance drives but 'rather produced steeper drives, a poorer drive— � way� loss of hedges� a boulevard that I have to moc•� by hand and three months + of inconvenience. In addition� the traffic has more than doubled and whereas I used to be able to drive out of my property into the road immediately, I no:r have to wait for a break in traffic sometimes as long as 10 minutes. t�,�h�t-: � yau have done is effectively: provided a speedTJay in froe�t of my home. ?:rhen I see cars v:ith i•fisconsin plates� many trucks� and strange cars that do not belong to the neighborhood� I la�o:�r that all that has been accomplished is to provide an approach road for other people. Let them pay for it. �•Thy me? _ . !r.
