and hereby is granted a permit to install a 95-car parking
lot on property located on the north side of Portland
between Grotto and Avon, more particularly described as
follows:

Palace Addition;
all in accordance with plans dated Received October 11, 1974;
subject to the cond�tion that said applicant-permittee, and

Dear Madam:
This is written in response to the application of House of Hope
Presbyterian Church for a permit to install a 95-car parking lot on
property located on the north side of Portland between Grotto and Avon.
This property is further d�scribed as follows:
Lots 13 through 23, Block 3, Palace Addition.
This application was heard by the Board of Zoning on September 19, 1974.
Staff reported there had been numerous inquiries regarding the land-
scaping of the lot. The staff's recommendation was for approval of the
permit subject to the plan meeting design standards.
Mr. Robert Clifford, Assistant Pastor of the House of Hope Church,
briefly explained the proposal and stating that they had worked with the
Portland Avenue Association and the Model Neighborhood Planning Coimnission
and had received their approval.
Mr. Robert Hickman, representing the NINPC, stated that the Portland Avenue
Association had given their approval subject to certain conditions. Curb
cuts would have to be on Avon rather than Holly. The lot would have to
be tastefully landscaped and this would have to be maintained. These
points would have to be taken care of no later than the spring of 1975.
After discussion, a motion was ma.de to recommend approval of the permit
subject to the conditions requested by the community groups and revised
plans meeting design standards. The motion was seconded and carried
unanimously.

A. HISTORY: A parking lot permit was granted for Lots 16 and i7 of this block
in November, 1941 . TMis is on the northeast corner of Portland Avenue and
Avon Street. In August of 1972, an application for a Special Use Permit
for a 122-car parking lot was heard by the Zoning Board, at which tirs�e the
applicant requested it be laid over until 1973, ta solv� several problems,
including the vacation of the alley abutting the sub}ett lots. Applicatian
has again been made for this parking lot.
8. AREA ZONING: The area south of Portland Avenue is zoned "A" Residential .
7he general area north of Portland Avenue west of Grotto St. is "B"
Residential with scattered small "C" Residentiai districts, The general
area north of Portland Avenue east of Grotto Street is "C" Residential
with scattered, small Commercial districts, Selby Avenue frontage is
zoned Commercial .
� C. DESIGN STANDARDS: Revised plans received October 11 , 1974, meet design
standards.
D. FRONTAGE AND AREA: The property has a frontage of 330 feet on Portland,
120 feet on Holly, and 260 feet on Avon (inciuding the to-bewacated alley},
far an area of 58�500 sq. ft. (including alley) .
E. SITE CONOITIONS: The site is vacant and at str�et grade. The northeast
corne� of Portland and Avon is blacktopped for a parking lot. The rest
of the site has a c�ushed rock covering.
F. AREA CONDITIONS: House of Hope Church exists across Portland frarm the site.
The rest of the area is developed with large, older homes in fair canditiort
with some in poor condition or abandoned.
