COUGHLIN PLANNING COORDINATOR November 12, 1974 Mrs. Rose Ann Mix City Clerk Room 386 City Hall Dear Madam: This is written in response to the application of House of Hope Presbyterian Church for a permit to install a 95-car parking lot on property located on the north side of Portland between Grotto and Avon. This property is further d�scribed as follows: Lots 13 through 23, Block 3, Palace Addition. This application was heard by the Board of Zoning on September 19, 1974. Staff reported there had been numerous inquiries regarding the land- scaping of the lot. The staff's recommendation was for approval of the permit subject to the plan meeting design standards. Mr. Robert Clifford, Assistant Pastor of the House of Hope Church, briefly explained the proposal and stating that they had worked with the Portland Avenue Association and the Model Neighborhood Planning Coimnission and had received their approval. Mr. Robert Hickman, representing the NINPC, stated that the Portland Avenue Association had given their approval subject to certain conditions. Curb cuts would have to be on Avon rather than Holly. The lot would have to be tastefully landscaped and this would have to be maintained. These points would have to be taken care of no later than the spring of 1975. After discussion, a motion was ma.de to recommend approval of the permit subject to the conditions requested by the community groups and revised plans meeting design standards.
