I am submitting for your consideration a resolution
approving Mr. Donald L. Spaid as Planning Coordinator for the
City of Saint P3u1. At the present time Mr. Spaid is the
assistant director of the Division of Planning and Zoning in
tha Department of Metropolitan Development in Indianapolis,
Indiana. Attached to this letter is a copy of his resume.
Mr. Spaid visited Saint Paul on the 15th and 16th
� of last October. At that time he met with many members of
the Planning Coordinator Search Committee, the City Planning
staff and me. Without exception, those who met with him were
highly impressed by Mr. Spaid, and strongly recommended him
for the job. '
In light o£ that evaluation and thafi con.sensus, I
made plans to travel to Indianapolis to interview his
references . Before leaving I contacted professional people
in this area for their suggestions on whom I should interview
in Tndianapolis . I spent two days there and interviewed several
people . Among them were: Dr. Frank P. Lloyd, in charge of
medical research at Methodist Hospital in Indianapolis , who
has served as past president and vice president of the
In�ianapolis Planning Commission, as well as past president
of the American Society of Planning Officials ; Cornelius Alig, Jr.
vice chairman of the board of the Indiana National Bank in
Indianapolis , and present vice president of the Metropolitan
Development Commission ; Michael A. Carroll, deputy mayor of the
Cit-y o£ Indiaiiapolis, who is also a professional planner;

p�esident of the City/County Council of Indianapolis-Marion
County; and Mr. Don Perry, an advocate architect very much
involved in the environmental movement and a person who is
strongly neighborhood- and people-oriented. Again without
exception, these people gave Mr. Spaid their highest
recommendation.
I am satisfied that Donald Spaid will make an outstanding
addition to the government of our city, and that we have
been able to secure the services of one of the finest planners
in the United States .

the Indianapolis metropolitan area tlie former
t�tetro�olitan Planning Dei�artment was made a
division of the Department of bfetropolitan
Development. Aty responsibilities , althotigh
not changed significantly, were expanded to
include Sll�)CTV1S1011 of all development program-
ming. T}iis includes the super�lisioii of some
thirty professionals plus the necessan- sup-
porting staff. During the l�ast years bot}i as
}'rincipal Planner and �lssista.iit Director this .
division has experienced spectaculzr gro�•;th
while executin� a $1 ,000,000 regional transpor- �
tation study and a �500,000 701 supported
continuin� plannin� program. Presently, we

five federal departments and some sixteen
different pi•ograms using the Integrated Grant ,
Administration process. The planning program .
contains all aspects of planning: economic,
social as wcll as physical .

urban strategy. This requires substantial
parti.cipation with policy-making persons ,
private action groups , public speaking, news
media presentations , and development of citi-
zen participation process.
(2) Principal Planner - Plannin� Division.
January, 19b� to July, 1969.
Responsibilities include the direction of both
the Long Range Planning and Current Planning
Sections. As Principal Planner I was required
to guide the development o£ all plans and
� zoning ordinances for metropolitan Indianapolis.
IVork involved all aspects of planning, such as:
Review, analyze and submit completed
projects for consideration;
Provide liaison with cities, towns and
neighborhood groups within the metro-
politan region;
Develop urban renewal plans and furnish
liaison k�it}1 the Redevelopment Commis-
sion and the federal government;
Compile material and prepare technical
reports;
Present reports ancl proposals to the
Development Cammission and the public;
Coordinate and direct tile work of
advisory councils, citizen committees ,
etc. ;

Under the supervision of the Principal
Planner, I was responsible for the work
of the Long Range Planning Section. This
required the development of particular
portions of the ne�� comrrehensive plan and �
� zoning ordinance for metropolitan Indianapolis.
Some areas where I have had detailed experinece
are: urban rene�ti�al plans , development of.
transpoi•tation faci]ities, central business
district plans , flood control, land use
sttidies and plans , air space control, air-
port development, housing, and various ordin-
ances coverinn all types of land use and sub-
division control.

�irector, I was responsible for the administration
of the county's zonino ordinance, land use plan,
