WHEREAS� the Couneil of the City of Saint Paul has re-
ceived numerous complain.ts and reports regarding the dog
' population of the City; and
� Wf�EREAS, an effective licensing program for canines is
an effective tool in controlling this potential health hazard;
and
WHEREAS, the Gouncil believes that a wider dissemination
of dog licensing requirements would result in greater compliance
' with the law, now, therefore , be it
! RESOLVED� that the Gouncil hereby finds that the spending
of funds for newspaper advertising to promote a dog licensing
program is for a public purpose and for the ben.e'fit of the
