WHEREAS, the Council of the City of Saint Paul recognizes the pressing need
to improve the water quality of Lake Phalen in order to preserve the recreational
utility of Phalen Park, and
WHEREAS, the Council of the City of Saint Paul conmends the Lake Phalen working
group for its first report entitled "The Need for an Automated Sampling Program at Lake
Phalen", and
WHEREAS, the study recoa�mends initial sampling by the installation of automatic
samplers at two specific sites in order to measure the water volume and nutrient loading
of the Lake, and
WHEREAS, the cost of the initial sampling program is $16,000 and is to be
shared equally by the City of Saint Paul ($8,000) and Ramsey County ($$,000),
BE IT THEREFORE RESOLVED, that upon recommendation of the Mayor pursuant to
Section 10.07.4 of the Charter of the City of Saint Paul, there is hereby transferred
the sum of $8,000 from the Contingent Reserve-General (09060) to the Department of
Cornmunity Services, Lake Phalen Sa.mpling Program, Code 03140, to be appropriated as
follows:

BE IT FURTHER RESOLVED, that this action is contingent upon similar action by
the Ramsey County Board of Commissioners.
