WHEREAS, pursuant to resolution, C. F. No. 263639, approved
June 11, 1974, a public hearing was scheduled for 10:00 a.m. on
June 20, 1974 before the Council of the City of Saint Paul, sa.id
hearing pertaining to the condition of the structures located at
628 North Western, Saint Paul, Minnesota; and
WHEREAS, upon facts presented at said hearing consisting of
photographs, inspection reports and the recommendation of the
Division of Housing and Building Code Enforcement it is found and
determined by the City Council that according to the records and
files in the office of the Register of Deeds, the last record owner
of the above described property is John Blomquist, Inc. and St.
Pau1 Federal �avings and Loan ha.s a mortgage on the property; and
that it is further determined that the above described buildings
constitute hazardous buildings within the definition of Minnesota
Statutes Section 463.15 for the following reasons:

a. The building is standing vacant, abandoned
and is subject to being entered by unauthorized persons;
b. The exterior condition of the building is as
_ follows; The stucco of the dwelling has fractures, the
front concrete steps are broken and the rear porch has
settled. The sills show dry rot and the chimney brick
needs pointing. The foundation shows several major
fractures causing the rear portion of the house to have
settled about four to six inches;
c. The interior condition of the building is as
follows: The floor joists are in poor condition, same
are 2 x 4" and they have over 16" space between them.
The first and second floor plaster is cracked and missing
and the floors are not level. Trim is missing. The
plumbing, electrical and heating systems are in poor
condition. The plumbing had frozen, breaking the pipes.
Some electrical fixtures are missing. Parts of the
heating system have been removed. The sidewalls of the
accessory building are broken and the complete building
is out of plumb. The roof rafters are rotten causing
sagging. The doors are broken;
d. The building in the above condition is beyond
reasonable repair; �.. .

e. The build�ng is unfit for human habitation in its �
present condition and the above corrections inust be ma.de in �
eomp�iance with the Building Code and the Housing Code of the
City of Saint Paul in order to ma.ke the same habitable;
now, therefore, be it
RESOLVED, That in accordance wi�h Minnesota Statutes Sections
463. 15 through 463. 26, and based upon the foregoi�ng findings of
the City Council, thE Council of the City of Sa.int Paul does
hereby make the following Order:
ORDER
1. The owner of the above described buildings shall tnake
the same safe and not detrimental to the public peace, health,
safety and welfare by having the said buildings razed and the
ma.terials therefrom removed from the premises within thirty (30)
days from the date of the service of this Order;

2. Unless such corrective action is taken to comply
with the Order or an answer served upon the City of Saint
Paul and filed in the Office of the Clerk of District Court
of Ramsey County, Minnesota, within twenty (20) days from
the date of the service of this Order, a Motion for Summary
Enforcement of this Order to raze and remove the said
buildings will be ma.de to the Ramsey County District Court;
3. In the event that the building is to be razed by
the City of Saint Paul pursuant to judgment of the District
Court, all personal property or fixtures which ma.y unreason-
ably interfere with the razing and removal of this building �
shall be removed wit hin ten (10) days from the entry of
judgment; and if not so removed, the City of Saint Paul shall
remove and dispose of� such personal property and fixtures
as provided by law;
4. If the City of Saint Paul is compelled to take any
corrective action her�in, all necessary costs expended by the
City will be assessed against the above described real estate
and collected as other tax��; and be it
FURTHER RESOLVED, that a certified copy of this
resolution and incorporated Order herein be served upon the
last record owner of the above described property in the
- manner provided by law.

The Division of Housing and Building Code Enforcement is hereby submit-
ting its report on the condition of the structure at the location re-
ferred to above.
The owner of record is John Blomquist.
The legal description of the property is Except the North ten (10) feet
of Lot 7 , Kuhn' s Sub of Lafond` s Addition.
The buildings are a two-story frame dwelling and a frame garage. The
stucco of this dwelling has fractures, the front concrete steps are
broken and the rear porch has settled. The sills sl�ow dry rot and the

tures causing the rear portion of the house to have settled about 4 to
6 inches.

The Housing and Redevelopment Authority does not intend to acquire this
property. This property has been boarded up by the City since January 28,
1974..
Inasmuch as the inadequate maintenance, the dilapidated condition and the
physical damage outlined above constitute a public hazard and the owner
has made no attempt to satisfactorily repair the damage despite our warnings

and the continued vacant and boarded up condition contributes a blight-
ing influence on the neighborhood, it is the recommendation of this
Division that this matter be referred to the City Attorney's office
for razing and removal through District Court proceedings.
