F. No. 263637, approved June 11, 1974, a public hearing was scheduled for 10:00 a.m. on June 20, 1974 before the Council of the City of Saint Paul, said hearing pertaining to the condition of the structures located at 626 Park Street, Saint Paul, Minnesota; and WHEREAS, upon facts presented at said hearing consisting of photographs, inspection reports and the recommendation of the Division of Housing and Building Code Enforcement it is found and determined by the City Council tha.t according to the records and files in the office of the Register of Deeds, the last record owner of the above described property is Daniel J. Hollihan, Jr. and Loren E. Westberg is the contract purchaser, and there is a water service lien against the property; and that it is further determined that the above described buildings constitute hazardous buildings within the definition of Minnesota Statutes Sectf:on 463.15 for the following reasons: a. The exterior condition of the building is as follows: The roof is in poor condition. The cornice is rotted, the chimney needs repair, the rear exterior stairway to the second floor is in poor condition, the stair treads and stringers are broken and missing; c. The interior condition of the building is as follows: There is a partial basement with a dirt floor. �upport posts and floor joists are deteriorated. Foundation walls are in poor condit��on. The stairs are brokex� and the landing is not secure. The first and second floors are not level. The plaster is cracked and missing. Stair treads are almost worn through. The plumbing, electrical and heating systems are in poor condition. The plumbing was frozen and the pipes broken. Some of the electrical fixtures are broken and there is open wiring. There is not adequa.te heat for the structure; d. The building in the above condition is beyond reasonable repair; e. The building is unfit for human habitation in its present condition and the above corrections must be ma.de in compliance with the Building Code and the Housing Code of the Cit of Saint Paul in order to ma.ke the same Y hab�table; f. In the event that the building is to be razed by the City of Saint Paul pursuant to judgment of the District Court, all personal property or fixtures which may unreasonably inter- fere with the razin and removal of this building shall be removed within ten �10) days from the entry of judgment; and if not so recnbved, the City of Saint Paul shall remove and dispose of such personal property and fixtures as pr�w�.ded by law; 4. The owners of record are Loren E. Westberg and Daniel J. Hollihan, Jr. The legal description of the property is Lot 2, Block 6, Fletchers Sub of Brewster' s Addition.
