County and State of Minnesota
WHEREAS, pursuant to resolution, C. F. No. 263637, approved
June 11, 1974, a public hearing was scheduled for 10:00 a.m. on
June 20, 1974 before the Council of the City of Saint Paul, said
hearing pertaining to the condition of the structures located at
626 Park Street, Saint Paul, Minnesota; and
WHEREAS, upon facts presented at said hearing consisting of
photographs, inspection reports and the recommendation of the
Division of Housing and Building Code Enforcement it is found and
determined by the City Council tha.t according to the records and
files in the office of the Register of Deeds, the last record owner
of the above described property is Daniel J. Hollihan, Jr. and
Loren E. Westberg is the contract purchaser, and there is a water
service lien against the property; and that it is further determined
that the above described buildings constitute hazardous buildings
within the definition of Minnesota Statutes Sectf:on 463.15 for
the following reasons:
a. The building is standing vacant, abandoned
and is subject to being entered by una.uthorized persons;

b. The exterior condition of the building is as
follows: The roof is in poor condition. The cornice
is rotted, the chimney needs repair, the rear exterior
stairway to the second floor is in poor condition,
the stair treads and stringers are broken and missing;
c. The interior condition of the building is as
follows: There is a partial basement with a dirt floor.
�upport posts and floor joists are deteriorated.
Foundation walls are in poor condit��on. The stairs
are brokex� and the landing is not secure. The first
and second floors are not level. The plaster is cracked
and missing. Stair treads are almost worn through.
The plumbing, electrical and heating systems are in
poor condition. The plumbing was frozen and the pipes
broken. Some of the electrical fixtures are broken and
there is open wiring. There is not adequa.te heat for
the structure;
d. The building in the above condition is beyond
reasonable repair;
e. The building is unfit for human habitation in its
present condition and the above corrections must be ma.de
in compliance with the Building Code and the Housing Code
of the Cit of Saint Paul in order to ma.ke the same

RESOLVED, That in accordance with Minnesota Statutes Sections
463.15 through 463.26 and based upon the foregoing findings of the
City Council, the Council of the City of Saint Paul doe� hereby make

' l. The owner of the above described building shall ma.ke the
same safe and not detrimental to the public peace, health, safety
' and welfare by having the said building razed and the ma.terials
therefrom removed from the premises within thirty (30) days from
the date of the service of th is Order;

2. Unless such corrective action is taken to comply with
this Order or an answer served upon the City of Saint Paul and
filed in the Office of the Clerk of District Court of Ramsey
County, Minnesota, within twenty (20) days from the date of the
service of this Order, a Motion for Sumcn.ary Enforcement of this
Order to raze and remove the said building will be ma.de to the
Ramsey County District Court;
3. In the event that the building is to be razed by the
City of Saint Paul pursuant to judgment of the District Court,
all personal property or fixtures which may unreasonably inter-
fere with the razin and removal of this building shall be
removed within ten �10) days from the entry of judgment; and if
not so recnbved, the City of Saint Paul shall remove and dispose
of such personal property and fixtures as pr�w�.ded by law;
4. If the City of Saint Paul is compelled to take any
corrective action herein, all necessary costs expended by the
City will be assessed against the above described real estate
and collected as other taxes; and be it
FURTHER RESOLVED, That a certified copy of this resolution
and incorporated Order herein be served upon the last record
owners of the above described property in the manner provided
by law.

The Division of Housing and Building Code Enforcement is hereby sub-
mitting its report on the condition of the structure at the location
referred to above.
The owners of record are Loren E. Westberg and Daniel J. Hollihan, Jr.
The legal description of the property is Lot 2, Block 6, Fletchers Sub
of Brewster' s Addition.
The building is a two-story frame dwelling. The roof of this dwelling
is in poor condition. The cornice is rotted, the chimney needs repair,
the rear exterior stairway to the second floor is in poor condition,
the stair treads and stringers are broken and missing. It has a partial
basement with a dirt floor. Support posts and floor joists are deter-

The Housing and Redevelopment Authority does not intend to acquire this
building. This building has been boarded by the city since February 5,
1974.
Inasmuch as the inadequate maintenance, the dilapidated condition and the
physical damage outlined above constitute a public hazard and the owner
has made no attempt to satisfactorily repair the damage despite our

warnings, and the continued vacant and boarded up condition contributes
al3ighting influence on the neighborhood, it is the recomanendation of
this Division that this matter be referred to the City Attorney' s off ice
for razing and removal through District Court proceedings.
