RESOLVED, That the City of Saint Paul recognizes
that Title VI of the Civil Rights Act of 1964 and the
regulations and policies of the Department of Housing
and Urban Development effectuating the title and
Executive Order 11063 prohibit discrimination on the
grounds of race, color, creed or national origin in
the policies and practices of any public facility, and
on the grounds of race, color or national origin in the
policies of any educational institution, or hospital
responsible for proposed credit to the locality s share
of the cost of an urban renewal project receiving
financial assistance from the United States �and that
the City of �aint Paul hereby assures the United States
and .the Secretary of Housing and Urban Development that
E1 �i.t�:- Vista Park will be available to and serve all
persons without regard to race, cqlor, creed or national
origin.

Re: Concoxd Terrace Project, Minn. R-37
Dear Council Members:
In the closeout of the Concord Terrace Urban Renewal Project, the Project
Account is eligible to have $214,000 expended for improvements to E1 Rio
Vista Park credited toward the 1oca1 share of the Project cost.
A condition of Federal approval of this non-cash grant in aid credit is
commitment by the City of Saint Paul expressed by resolution of Council
that E1 Rio Vista Park will be available to and serve all persons without
regard to race, color, creed or national origin in keeping with Title VI
of the Civil Rights Act of 1964.
The Authority requests Council approval of the appropriate enclosed
resolution prepared by the City Attorney.
