Coxr.x MAY°I� July 31, 1974 To the Honorable Council of the City of Saint Paul : I am enclosing for your consideration a resolution appointing Mr. Martin A. Companion to the position of Administrative Aide III in the office of the City Administrator. This appointment is temporary in nature , pending the final adoption, approvai and effectiveness of an ordinance establishing the fu11-time � position of Labor Relations Director for the City of Saint Paul. . At such time as the ordinance becomes effective , it is my in- tention to appoint Mr. Companion to that post. Subject to administrative direction, Mr. Companion will be responsible for the planning and administration of the City' s labor relations activities, including the r�.egotiation of labor contracts and agreements and necessary related work assignments . He will meet with labor organizations and representatives in collective bargaining_ sessions , direct the research and collec- tion of data needed to fully and adequately present the City' s position, write labor contracts and agreements in conjunetion with the office of the City Attorney� direct labor contract administration, coordinate the training of supervisors in contract administration, and assist departments in negotia- tions and developing appropriate positions on contract demands , grievance issues and other labor relations matters. He will be expected to recommend changes in compensation practices I and procedures or any other matter relating to terms and con- ditions_ of employment to the city administration and supervise the development and maintenance of appropriate labor relations data for the City. Finally, he will be expected to prepare and present the City' s case in arbitration. Mr. Companion is a resident of Saint Paul, residing at i646 Middleton Avenue , and has previously � been employed by Sheet I Metal Workers Loc al 76. He is curren.tly president of the St. Paul Building and Construction Trades Council, a posi- I _ tion which he will be resi�ning to take on his duties with the City. He has been a past commissioner of the Saint Paul Housing and Redevelopment Authority, the Metropolitan Airports Commission, a past vice-president of the Minnesota Federation of Labor AFL-CIO, and of the Tri-State Council of Sheet Metal , Workers of Minnesota, North and South Dakota.
