W HEREAS, the Minnesota Legislature has directed the Commissioner of the Minnesota Department of
Transportation (Mn/DO� to prepare a study which assessed the noise levels along freeway corridors within
incorporated areas of the State and suggested mitigation measures to reduce the impact of freeway noise; and
WHEREAS, the Interstate 94 corridor within the City of St. Paul was assessed as part of that
study; and
W HEREAS, the study suggests that through the construction of a noise wall, the impact of sound
generated by vehicles within the I-94 corridor can be mitigated; and
WHEREAS, Mn/DOT staff held a neighborhood open house on August 7, 2002, to discuss the proposed
noise wali; and
W HEREAS, through the public involvement process, Mn1DOT has determined that ihe noise wall can be
located further north, thus saving some of the trees near the right of way; and
W HEREAS, the St. Pauf City Councif finds that it is in the best interest of the community 10 proceed with
the construction of the project.
NOW, THEREFORE, BE fT RESOLVED, that the St. Paul City Council of the City of St. Paul:
Requests that Mn/DOT proceed with the preparation of plans and specifications for construction of a noise
wail alon t e soC� si gf� I 94 between Cretin Avenue and Wilder Street. The noise wall between Cretin

Minnesota Legislature directed Mn/DOT to study noise levels along freeway corridors. I-94 between Cretin
and Wilder was found to have high noise levels, and Mn/DOT would Iike to mitigate this noise by
constructing a wall.

As you may be aware, the Saint Paul Ciry Council is considering a resolution for the conshuction of
a sound wall to be constructed by the Minnesota Department of Transportation (MnDOT) along
Interstate-94 from Cretin Avenue to Wilder Street.
You will have an oonortunity to comment on this Qroposal before the City Council
votes on this resolution. at a public hearing on Wednesday Dec 4 2002 5•30 p m

Prior to the nublic hearinQ MnDOT and my office will host an Information Meeting
on the sound wall nr000sal on WednesdaY Dec A at 4•30 p m in Room 42 of the Ci t_y
Hall basement at Kelloag Blvd and Wabasha Street You can arrive aytime between
4:30 and 5 n.m. to review sound wall data and drawings At 5� m Victor Vasas from
MnDOT will make a presentation and answer questions about the proQosal.
The City Council is not required to hold a public hearing in order to approve this project. However, I
decided to schedule a public hearing because of the sharp divisions among neighbors over building
this wall, and my concern that neighbors have received inconsistent information about the sound
wall. All property owners in the vicinity of the proposed wall will receive this letter.
The Memam Pazk Community Council considered the sound wall proposal at meetings this fail and
recommended approvai of construction of the wail, with a reduction in the length of the wall in front
of Our Lady of Good Counsel health caze facility.
It is important to note that MnDOT has agreed to preserve all existing trees from Cretin to Wilder, if
and when any wall is constructed. Therefore, no trees will be destroyed to build the proposed wall.
