Dear Madam and Council Members:
Pursuant to your request of June 25, 1974, the St. Paul City
Planning Corronnission at its June 28th meeting reviewed the Ramsey

County proposal for the acquisition of portions of the
Mississippi River Bluffs - Fish Creek open space site. I am
transmitting to you a resolution passed by the Planning
Corr�nission stating its approval of the proposed acquisition,
along with a copy of the Planning staff's recommendations
concerning the matter.

WHEREAS, the County of Ramsey is proposing to acquire two sections of
land identified as the northern and southern sections of the Mississippi
River Bluff - Fish Creek open space project site; and
WHEREAS, said acquisition is in compliance with the Comprehensive Plan
for the City of Saint Paul and subsequent policies adopted by the Saint Paul
City Planning Commission; and
WHEREAS, said acquisition would protect the City's valuable natural
resources, including Fish Creek, erodible steep slopes, and natural water
retention areas; and
WHEREAS, said acquisition would enhance the scenic quality of the
"Great River Road" as a gateway to our City and complete a vital link in
the establishment of a linear open space system stretching from the
downtown area to the City's far southeastern boundary.
NOW, THEREFORE, BE IT RESOLVED, that the Saint Paul City Planning
Comnission hereby approves the proposed acquisition by the County of
Ramsey and recorrmends that the City Council of Saint Paul take similar
action.

County Open Space Proposal
DATE: June 28, 1974
The Planning Staff has reviewed the proposal by the County
of Ramsey for the acquisition of two sections of a strip
of land bordering U.S. Highway 61 in the southeast section
of St. Paul . This project is referred to as the Mississippi
River Bluffs - Fish Creek Open Space Site. The attached
map indicates the area under consideration and its relationship
to existing and proposed public open space lands.
STAFF RECOMMENDATION:
THAT THE CITY PLANNING COMMISSION SHOULD FORMALLY APPROVE,
BY RESOLUTION, THE PROPOSAL OF THE COUNTY TO ACQUIRE THE
NORTHERN AND SOUTHERN SEGMENTS OF THE MISSISSIPPI RIVER
BLUFFS - FISH CREEK OPEN SPACE SITE AND RECOMMEND TO THE
CITY COUNCIL THAT THEY TAKE SIMILAR ACTION.
Comprehensive Plan
� The project as proposed is in compliance with the
City's 1962 Comprehensive Plan which proposed steep
slope conservation or t e area. In addition, the
project is in agreement with recently adopted policies
of the Planning Commission which state the following:
- PRESERVE BLUFFS (Preservation means two things:
no prominent intrusions on the visual
character of the bluffs should be allowed;
(2) bluffs should be protected where soil
erosion will result from development.)
- DEVELOP A PROGRAM FOR PROTECTING BLUFFS INCLUDING

Other Considerations
The putting into public control , either through acquisition
or easement, of the northern and southern sections

public control of the central portion of the site
will benefit the City of St. Paul in several ways.

�' First, the Highway 61 corridor is one of the major
� gateways into St. Paul . The assurance that this
corridor will maintain its scenic beauty will greatly
enhance the character and image of the city.
Second, this project would complete the necessary
links establishing a linear open space system stretching
from the edge of the C.B.D. all the way to the city's
far southeastern boundary. This open space system
would be continuous and would include the existing
Mounds Park and Battle Creek Park areas.
Third, necessary physical and visual attributes of
the city would be preserved for the enjoyment of people
for years to come. Fish Creek, one of two remaining
creeks in the city would be preserved. Erosion wo�rld
be controlled along the steep slopes. Vita1 water
retention areas would be preserved. A unique urban
recreation system could be established that would
provide a close in "natural" area for thousands of
city dwellers.
