THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:

� Section 1. That the Zoning Code, Chapters 60 to 64,
inclu�ive, of the Saint Paul Legislative Code, pertaining ;to
Use Di�tricts, Height Districts and Rezoning of certain prop-
erties in the City of Saint Paul, as amended, be and the aame
is hereby further amended so as to rezone the following des-
cribed property from "B" R�sidence District to "C" Residence
.
District, to-wit:
Lot 5, Block 3, Cole's Rearrangement
of Blocks 1 and 2 and Subdivision
and Enlargement of Block 3;
situate on property located on the south side of Armstrong
between Pleasant and South Chatsworth in the City of Saint
Paul.
Section 2. This ordinance shall take effect and be i.n

A. SUFFICIENCY: In a letter dated February 26, 1974, the Director, Department of
Finance and Management Services, declared the petition sufficient with the owner
of 12, or 70% of the 17 eli�ible parcels having signed the petition.
, B. HISTORY: There is no zoning history for this site.
C. PR�POSED USE: The petition declares the proposed use to be a parking lot.
D. FRQNTAGE AND AREA: The site has a frontage of 43 feet on Armstrong and a depth
of 120 feet, for an area of 5,160 square feet.
E. COMPREHENSIVE PLAN: Tne Comprehensive Plan reconunends one and two family
residences, maximum density - 11 dwelling units per net acre.
F. AREA ZONING: The area is mostly "B" Residential except for 3 parcels zoned "C"
Residential, Frontages along Randolph and West Seventh are Commercial. West of
Pleasant is predominantly "A" Residential
G. �ITE CQNDITIONS: The site is vacant and level. The site is below the grade of
the street. Alleyways in the area appear to be unimproved.
H. AREA GONDITI(1NS: The area is developed primarily with single family dwellings.
An apartment building exists directly to the west of this site, across the alley.
Adams �chool site exists in the block south of the site. '

� This is written in response to the petition of the Housing and Redevelopment
1 Authority to rezone, from "B" Residence to "C" Residence, property located
on the south side of Axznstrong between Pleasant and South Chatsworth. This
property is further described as follows:
Lot 5, Block 3, Cole's Rearrangement of Blocks 1 and 2 and
Subdivision and Enlargement of Block 3.
This matter was first heard by the Board of Zoning on March 21, 1974.
Staff reported that the proposed use of this parcel was a parking lot to
be used accessory to a 22-unit apartment dwelling. Unless there was a
demonstrated need for off-street parking for this facility, staff would
reconnnend denial of the rezoning. The Board unanimously voted to recarmnend
denial of the rezoning.
The Planning CaaQnission, at its meeting of April 26, 1974, voted to return
this matter to the Zoning Board for re-hearing as the petitioner was not
represented on March 21st.
It was again heard by the Zoning Board on May 16, 1974, at which time the
staff's recomanendation was still for denial.
When asked by the Board if there was a need for parking, the Housing and
Redevelopment Authority's representative stated there was no great need.
Because the Board felt this lot was re-useable under the existing zoning
and there was no real need for additional off-street parking documented
by the petitioner, a motion was made to recommaend denial of the rezoning.
The motion was seconded and carried by a vote of 4 to 1. Mrs. Norton
voted against the motion as only two neighbors did not want this rezoning.
