Att�ched is a resolution involving speed limit changes on two streets
from 35 miles per hour to 30 miles per hour. All speed limit changes on
all roads and streets in the State of Minnesota must be approved by the
Comrnissioner of Highways. We have requested, and received from the
Corm�issioner of Highways, approval to reduce the speed limits on portions
of Maryland Ave. and Upper Afton Rd. as described in the attached resolution.
The existing speed limit on Maryland Ave. from Western Ave. to Ruth St.
is 30 miles per hour. The land use characteristics of these two sections
of streets are very similar and to be uniform along Maryland Ave. for its entire
length,we recommend the reduction in the speed limit from East Como Blvd.
to Western Ave.
The recommendation to reduce the speed limit on Upper Afton Rd. from
White Bear Ave. to McKnight Rd. to 30 miles per hour is based on the change
in land use which h�s occurred. Originally the speed limit was s�t at 40
miles per hour when the land use was rural in nature. As the land use changed
to residential and the development became more dense we lowered the speed
limit to 35 miles per hour. The area is virtually fully developed in
residential and because of this we recommend a further reduction to 30 miles
per hour. This speed limit is consistent with the land use of the surrounding
area.

referenced city streets as requested in resolution 263262 adopted by the
City Council on March 21, 1974 and have determined the reasonable and safe
speed as follotiti�s:
Maryland Avenue

Upper Afton Road (CS�H 35)
