This is written in response to the appeal of Urban North Corporation to
relax off-street parking requirements on property located on the southwest
corner of Ashland and Kent Street. This property is further described
as follows:
North � of Lots 1 and 2, Block 16, Woodland Park Addition
This matter was heard by the Board of Zoning on May 16, 1974, at which
time staff explained the proposal and recommended approval of the appeal.
Mr. Joe Easley, Executive Director of Couununity Housing Corporation,
explained the need for this type of housing in the area.
Several neighbors appeared in opposition to this matter because of the
lack of off-street parking in the area.
Mr. Glenn Erickson stated that this is a rehabilitation project and not
a new development, and therefore technically would not have to supply
off-steet parking. He said what they are seeking is approval of 12
parking spaces which do not now exist.
A motion to recananend approval of the appeal carried unanimously.

B. PROPOSAL: The appellant proposes 24 housing units on two lots adjoining to the
south of the subject site with 12 parking spaces,
C. VARIANCE: The Zoning Ordinance requires 12 parking spaces per unit, which would
mean 36 parking spaces �equired.
D. AREA ZONING: The area is predominantly "C" Residential. Frontaga along Selby
is Cammercial. The area south of Portland and south of Holly east of Kent is
mostly "A" Residential,
E. SITE CONDITIONS: The site is vacant and at grade.

on the subject property. The reasons are as follows:
1. No off-street parking is currently available on the site.
2. Space has been made available for the development of a
12 car lot. The property formally was developed with
three structures. One was demolished to provide
space for the construction of this parking lot.
3. Off-street parking to serve 24 units is needed. The
two remaining structures are to be rehabilitated and
will provide 12 living units each.
4. The provision of this 12 car lot will partially
satisfy the parking need and will improve the
present situation.
