This is written in response to the application of Drug Education for Youth
for a pexlnit to operate a boarding hame facility for chemical dependents
or� property located on the north side of Portland Avenue between Grotto
and St. Albans. This property is further described as follows:
Except West 26 feet of Lot 20, all of Lot 21, Block 14,
Holcombe's Addition.
This matter was heard by the Board of Zaning on May 2, 1974, at which time
� staff gave its report and said they would recom�end approval of the permit.
Mr. Dick Leonard, representing the applicant, briefly explained the
facility and its history.
Several neighbors appeared in opposition, one stating that she has had
trouble renting her apartment next door, another stating that they should
have applied for the permit before they moved in, and still another
camplained of the already high crime rate in this area.
After more discussion. with the Director of Drug Education regarding this
facility, a motion to recom�end approval of the pennit carried unanimously.

A. HISTORY: There is no zoning history for this site.
B. AREA ZONING: North of Portland and east of Grotto, the zoning is "C" Residential.
West of Grotto is zoned "B" Residential. South of Portland to Grand Avenue is
zoned "A" Residential. Grand Avenue frontage is Commercial.
C. FRONTAGE AND AREA: The site has a frontage of 54 feet on Portland and a depth of
119.5 feet, for an area of 6,453 square feet.
D, STANDARDS: The Department of Housing and Building Code Enforcement defines group
homes for chemical dependents as within the definition of "facility for the care
of sick persons" (60.15, amended July 14, 1970), and as such is allowed only in
"C" Resid�ential districts or lower.
E. PRnPOSED ZONING CODE: The proposed zoning of this site is RM-2, which will allow
this use.
F. SITE CONDITIONS: A large old�r home in fair condition occupies the site.
G. AREA CONDITIONS: The area is developed with older single and multiple family
residences. There are three churches in the immediate area, with a school directly
across the street. Marshall Junior High and Webster S�hools are one block north
of this site.

� The Center has a professional staff of 20 full-time employees working with
` the program, consisting of a Director, 3 doctors, 5 nurses, 1 psychologist,
counselors, group leaders, and clerical staff.
Its Board of Directors includes amongst its policymakers: �
a prominent physician from the staff of the St. Paul Ramsey Hospital
an atto�ney
a school guidance counselor �
.a graduate student in Public Administration.at the University of Minnesota
Its Advisory Board includes:

a member of the St. Paul Police Department
Currently the Center serves 171 clients and •
75% of them are employed
80% of them .are white
3/8 of them live within the immediate Hamline neighborhood or the
ad'jacent two communities
Each client reports not only to receive substitute drug treatments, but
also is required to meet a personal counselor once weekly and to
participate in group therapy for two hours weekly. Family counseling,
job counseling, and other aids are also available.
The Center has been functioning for the past 5 years in St. Paul. It is
estimated nationally that an addict not in treatment will take from
a community $25,000.00 for maintenance of a hard drug habit.
The Center represents one of our society�s important endeavors to attack
"the drug problem". Such programs are vital and aid the young people
who have acquired an addiction, often while serving as our soldiers in
Vietnam or becoming involved while in our school systems. Such programs
aid these young people to become effective and contributing citizens in
our society. They represent those who are motivated to terminate their
habit and to change their way of lif e. They represent, thus, a hope
and not a threat. �
The Center needs a facility that
' a) is convenient to transportation - bus lines
b) has sufficient floor space and ,other amenities for the program needs
c) is sheltered on 2-3 sides from residences and other features
d) is located in a quiet, attractive neighborhood to which the young
people can come anonymously and to which they will come readily
to seek help �

Thus, being infor�ed about the nature of its program, recognizing the positive
contributions to the young people of our society who are motivated to rid
themselves of a drug addiction, for their benefit and ours, and being aware �
