RESOLUTION OF THE COUNCIL OF THE CITY OF SAINT PAUL, MINNESOTA, APPROVING THE
NEIGHBORHOOD DEVELOPMENT PROGRAM MINN. A-1 , YEAR VI, JULY 1 , 1974 TO JUNE 30,
1975, AND ANNUAL INCREMENT THEREOF; AND AUTHORIZING AND APPROVING TNE FILING
OF AN APPLICATION FOR FEDERAL FINANCIAL ASSISTANCE
WHEREAS, under Title I of the Housing Act of 1949, as amended (hereafter referred to as
"Title I"), the Secretary of Housing and Urban Development is authorized to extend financial
assistance to local public agencies in the elimination and preventi.on of the spread of slums
and urban blight through unc�rtakings and activities carried out under a Neighborhood
' Development Program; and
WHEREAS, the Housing and Redevelopment Authority of the City of Saint Paul , Minnesota (here-
, after referred to as the "Authori ty"), had prepared, approved and submi tted to the Counci 1
a document entitled, "Neighborhood D�velopment P�rogram For Year VI, July 1 , 1974 to June 30,
1975;�consisting of a Neighborhood Development Program Application, Activity Program Summary,
Expenditures Budget, Data Supporting Expenditures Budget, Financing Report, Area Eligibility
Report, Non-Cash Grants-in-Aid Report, Property Management Activity Report, Rehabilitation
Activity Report, Land Marketing Activity Report, Relocation Plan and Activity Report, and
Citizen Par�icipatifln Report, setting forth Program activities for Program Year VI under the
Neighborhood Development Program, and an Application on behalf of the Authority to the
Secretary of Housing and Urban Development for a loan under Section 102 a) of Title I in the
amount of $17,327,202 and for a program capital grant in the amount of �16,785,882 including
a relocation grant, and a federal grant for the making of rehabilitation grants to the full
amount available for unde rtaking and financing the proposed increment of such Program; and
WHEREAS, the Neighborhood Development Program Year VI and annual increment thereof covering
the urban renewal redevelopment areas described in the project boundary descriptions hereto
attached, which areas have been previously determined by this Council as blighted, deterio-
rated and deteriorating, have been duly reviewed and considered.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF SAINT PAUL, MINNESOTA:
l. That the Neighborhood Development Program For Year VI, July 1 , 1974 to June 30,
1975, and annual increment for Action Year VI are hereby approved and the Clerk is hereby
directed to file a copy of said Program and Application for inclusion with the minutes of
this meeting.
2. That it is cognizant of the conditions that are imposed in the undertakfng and
carrying out of urban renewal activities with Federal financial assistance under Title I,
including those related to (a) the relocation of site occupants, (b) the provisions of
local grants-in-aid, and (c) the prohibition of discrimination because of race, color,
creed, or national origin.
3. That the financial assistance available under Title I is needed to enable the
Authority to finance the undertakings and activities proposed in said Program and annual
i ncrement.
4. That the Authority is authorized to file an Application for financial assistance
to carry out the Neighborhood Development Program and a�nual increment thereof.

� WHE:REAS, it is necessary and in the public interest that the Housing and
Redevelopment Authority of the City of Saint Paul , Minnesota avail itself of the
� financial assistance provided by Title I of the Housing Act of 1949, as amended,
to continue a Neighborhood Development Program in the Urban Renevral Rreas
: described in Exhibit "A" hereto attached, hereinafter referred to as the "Program" ;
� and
WHEREAS, it is recognized that the Federal Contract for such financial assis-
tance pursuant to said Tit12 I wi11 impose certain obligations and responsibilities
upon the Local Public Agency and will require among other things (1 ) the provision
of 7oca1 grants-in-aid; (2) a feasible method of relocation of individuals and
families displaced from the urban 1°enev��al areas comprising the Program; and (3)
other local obligations and responsibilities in connectian with the undertaking
and carryi ng out of tlie Program; and
WHEREAS, Title VI of the Ci�vil Rights Act of 1964 prohibits discrimination
; on the basis of race, color or national origin under any program or activity
' re ceiving Federal financial assistance, and Executive Order 11063 nrohibits dis-
crim�nation on the basis of race, color, creed or national origin in the sale,
lease or other disposition of residential property (including land intended for �
residential use) and in the use or occupancy thereof; and
WHEREAS, there has been presented to and considered at this meeting a document
entitled, "Neighborhood Development Program For Year VI, July l , 1974 to June 30,
1975, dated February 1974" consisting of a ��eighborhood Development Program
Application, Activity Program Summary; Expenditures 6udget, Data Supporting
Expenditures Budget, Financing Report, Area Eligibili�y Report, Non-Cash Grants-
In-Aid Report, Property hianagement Activity Report, Rehabilitation Activity Report,
Land Marketing Activity Report, Relocation Plan and Activity Report, and Citizen
Participation Repor�; and ,
WHEREAS, in those areas where clearance is proposed, the objectives of the
annual increment to the Program cannot be achieved through more extensive rehabil-
�itation of the urban renewal areas comprising the Program.
NOW, THEREFORE, BE IT RESOLVED by the Board of Corrmissioners of the Housing
and Redevelopment Authority of the City of Saint Paul , Minnesata:
1 . That the United States of America and the Secretary of Housing and Urban
� Uevelopment be, and they hereby are, assured of full compliance by the Housing and
Redevelopment Authority of the City of Saint Paul , P1innesota with regulations of
the Uepartment of Housing and Urban Development ef�ectuating Title VI of the Civil
Rights Act of 1964 and applicable Executive Qrders.

WHEREAS, it is recognized that the Federal Contract for such financial assis-
tance pursuant to said Title I v�rill impos�. certain obligations and responsibilities
upon the Local Public Agency and will require among other things (1 ) the provision
of lbcal grants-in-aid; (2) a feasible method of relocation of individuals and
� families displaced from the urban renewal areas comprising the Program; and (3)
other local obligations and responsibilities in connection with the undertaking
and carrying out of the Program; and
I�HEREAS, Title VI of the Civil Rights Act of 1964 prohibits discrimination
on t�ne basis of race, color or national origin under any program or activity
receiving Federal financial assistance, and Executive Order 11063 prohibits dis-
crimination on �he basis of race, color, creed or national origin ir the sa]E,
lease or other disposition of residential praperty (including land intended for
residential use) and in the use or occupancy thereof; and
WHEREAS, there has been presented to and considered at this meeting a document
entitled, "Neighborhood Development Program For Year VI, July 1 , 1974 to June 30,
1975, dated February 1974" consisting of a Neighborhood Development Program �
Application, Activity P;rogram Summary; Expenditures Budget, Data Supporting
Expenditures Budget, Financing Report, Area Eligibility Report, Non-Cash Grants-
In-Aid Report, Property h1anagement Activity Report, Rehabilitation Activity Report,
Land t4arketing Activity Report, Relocation Plan and Activity Report, and Citizen

WHEREAS, in those areas where clearance is proposed, the objectives of the
annual increment to the Program cannot be achieved through more extensive rehabil-
itat�on of the urban renewal areas comprising the Program.
NOW, THEREFORE, BE IT RESOLVED by the Board of Corrmissioners of the Housing
and Redevelopment Authority of the City of Saint Paul , Minnesota:
1. That the United States of America and the Secretary of Housing and Urban
Uevelopment be, and they hereby are, assured of full compliance by the Housing and
Redevelopment Authority of the City of Saint Paul , h1innesota with regulations of

and financing the present increment of such program is hereby approved, and
the Executive Director is hereby authorized and directed to execute and file -

Last year, in order to accommodate alI residents and property
ocmers who wished to have input into planning urban renewal
activities, the City Council granted approval of the JT. PAC's
request to schedule an evening meeting for the Council `s formal
review of a11 NDP planning proposals . This letter is to inquire
as to whether or not an evening meeting will again be scheduled .
so as to afford our residents an opportunity to make their
comments and ask questions of the City Council members regarding
the YEAR VI proposals. If an evening meeting has not been
_scheduled, the Thomas-Dale PAC would hereby request that it be
done.
Knowing that you also are concerned that citizens be abie to
participate in a meaningful way in those decisions that wil.l
