WHEREAS� The Memorial Day Association of St. Paul-Ra.msey County�
Minnesota, has requested tha.t the City Council appropriate the sum
of $1,200.00 for the purpose of defraying some of the expenses incurred
by the Association in providing programs within the City for the
observance of Memorial Day 1974; and
WHEREAS' The Association, which ha.s been in existence since 1912
and performs the function of coordina.ting all Memorial Day programs at
cemeteries and schools throughout the City, ha.s presented to this
Council its proposed budget for the 1974 Memorial Da.y observance; and
WHEREAS, This Council is authorized by Minnesota Statutes, Section
�+�i5.50 to appropriate City funds, not to exceed the sum of $300.00
annually for each 75,000 of population, for the purpose of aiding in
the appropriate observance of Memorial Day and in the annua.l commem-
oration of the na.tion's soldier dead; and
WHEREAS In accordance with Section 10.07 .4, the Mayor ha.s recom-
mended tha.t �1�200.00 be transferred from the unencumbered balance
rema.ining in the budgeted fund identified as "Contingent Reserve-
General, Activity 0906(�now, therefore, be it
RESOLVED� Tha.t the Council of the City of Saint Paul does hereby
find and determine tha.t the proposed expenditure of City funds by t�ie
Memorial Da.y Association is for a general public benefit and does
constitute an expenditure of public funds for a public purpose; and
be it
FURTHER RESOLVED, That in accordance with Section 10.07.4 of the
City Charter and upon the recommendation of the Ma.yor� the Council does
hereby transfer the sum of $1�200.00 from Contingent Reserve-General
(09060) and does hereby appropriate the sum of $1�200.00 to fina.nce
the 1974 Memorial Day Observance (09100) and to be provided by the
City to the Memorial Day Association for said purposes.

Members of the Council
of the City of Saint Paul:
I hereby recommend tha.t the sum of $1,200 be
transferred from Contingent Reserve-General,
Activity 09060, in the 1974 Budget to a new
Activity entitled 1974 Memorial Day Observance
No. 09100. There is sufficient unencumbered
balance in the Contingent Reserve-General
Account to accomplish this transfer, and I
concur in the proposed findings of the City
Council tha.t the Memorial Day Association' s
proposed 1974 Memorial Day Observance constitutes
a public benef it and recomr�.end the use of public
funds for this purpose .
