The legislature declares as public policy that subjECting Minn�sota residents over the age of 65 and subsisting on a federal adjusted gross incame of less than $8,OOQ to utility rate and fuel price increases is unfair. Sec. 2. A Minnesota resident ove.r the age of 65 and with a fed�ral adjuste� gross income, as defined by state la�v, of less than $8,000, shall be entitled to a money subsidy payabZe by the state in reimbursement for additional costs to him for utility serJices and fuel supplies above those in effect and paid by him on J�nuary l, 1974, in the governri.ental subdivision wherein he resides. The subsidy shall only be payab3e based on the same level of consumption of utility services and fuel supplies by the app�icant during the calendar year 1973. Tlxe money subsidy shall be payable to a Minnesota resident only as attributable to his additional cost for. utiiity services and fuel supplies as furnished to his �rimary, usu�l and personal place of a�od�. If a person entitl�d to a subsidy hereunder resides in a multi-family dwelling, he shall be entitled, as ail or par� of such subsidy, to only that partion of such additional cos� attributab?e to his own place of abode in relation to t�e total � � �. � - . 2631 �1 n�z�n�er af singla-fam�ly r��si�ences in th� z�tultiple dwelling. T.�e depar�ma:�� of public service shall ad�linister the applications for money subsidies authdrized by this chapter and shall cause to be foxmulated and published such rules and � i regulations as are needed consistent with the purpose and intent oi this act� Further, the regulations, among other things, sha21 set forth reasonable standards of verification of utility and fuel use by an applicant and such additional requireznents defining a persQn' s residence or place of abode so as to prevent fraud.
