Hunt and Honorable Members of the Citv Council Saint Paul , Minnesota Dear President Hunt and Council Members : I submit to you today my recommendations for transferring funds in the amount of $991 ,611 from the account known as Contingent Reserve � for Mandatory Collection. As you will recall , your body approved a $2 ,056 ,000 tax levy reduction upon my recommendation January 9 , 1974 , from this same account . At that time , I outlined to you by covering letter my recommendations for appropriating the remainder of the account . The budget transfers in the attached resolutions are identical to those in previous letter. These include : The previously agreed to transfers for old deficits , including $84 ,260 for 1971 and $216 ,256 in 1972 as the deficit cost of providing senior citizens subsidies from the solid-waste collection program; and $213 ,830 for maintaining the present waste-removal program for the year 1974 ; $38 ,616 for prior years deficits in the landfill ; and $200 ,000 for public im�rovement aid. In addition, I recommend to you appropriating $144 ,120 to the Department of Community Services for keeping the parks and recreation centers operating all summer; skating pro�rams ; the information and guid� program at the conservatory ; the Oxford-Martin Luther King Program; and maintaining those previously unemployed persons (PEP) on city jobs once the federal program phases out. 22 � ,• • . ��t�a�� .` , • Council President Ruby M. Hunt and February 19 , 1974 Honorable Members of the City Council , Page 2 The problems this country is having with energy makes it all the more imperative that we maintain the highest-possible level of parks and recreation service because our facilities will be used more than ever as people find themselves unable to travel the greater distances to out-of-town recreation spots . Another $50 ,000 is asked for the site preparation at Swede Hollow Nature Study Center. The Pollution Control Agency needs $16 ,659 to maintain an adequate testing laboratory as heavier demands are placed on it due to fuel and energy problems . A more effective rodent-control program will require $24 ,253 , and this is an obvious necessity without mandatory collection. Finally, the Elections Division needs $57 ,832 to carry out its legal duties , as under several significant changes in the election laws . C.F. 2v3�44 For the past three days I have attempted, without success, to � obtain an approved, signed and numbered copy of the resolution relating to the transfer of funds from the Contingency Reserve- Specif ied-Mandatory Collection. Part of the problem related to the process which was followed in amending this resolution. This morning at 8:25 A.M. I called a meeting with A1 Olson, Council Proceeding Recorder, and Mike Sirian to try to resolve the matter so that the significant transfers to other appropri- ation activities could be accomplished. What appeared to me to be a very simple change was complicated by the fact that there were three resolutions involved. Instead, the City Clerk request- '� ed "that the changes in the resolution, as desired by the City Council, be accomplished by your office" . (Referring to the Office of City Administrator) • . � To get this matter off dead center and accomplish the appropriation transfers as provided, a mutual agreement was reached with Mr. Olson, Mr. Sirian, and myself by which I (as Budget Director) would take the action directed by amendment to delete the items relating to � sa3.i�' �aaste and land fill as they appear er_ the second page of the i resolution. Further, that I would insert in the first paragraph ! on the first page of the resolution the corrected figure of : � $502,717.00. I also provided a cogy of the proof tapes from my calculator which were used in making the subtraction of existing obligations and land fill deficits and also the proof tape verifying the new total of . appropriation transfers.
