E-2 have been submitted to the Federal Government and approved by them and the Secretary of the Department of Housing and Urban Development has obli�ated the United States of America, under authority of Title I of the Housing Act of 1949 and acts amendatory thereof, to make capital grants to said Projects in the amount of two-thirds (2/3) of the Net Pro�ect Cost and the Net Public Improvement Cost respectively; be it FURTHER RESOLVED, that the Council of the City of Saint Paul hereby estimates that , as such terms are defined in Minne- sota Statutes , Section 462 . 545, the "Public Redevelopment Cost" of the Neighborhood Development Program Minn. A-1 is $12,078,438, the "Capital Proceeds" of such pro�ect is $600 ,000 , and the "Net Projeet Cost" of such pro�ect is $11,478,438 for the annual increment period from May 1, 1973 through June 30, 1974; that the local share of the Net Pro�ect Cost for said annual increment period is $3,826,146; that no bonds have heretofore been issued to fund said share and that the City is , therefore, author3zed to issue bonds at this time to fund the local share in the amount of $2,127,322 .15; that the bonds issued during the annual incre- ment period do not exceed one-third of the Net Pro�ect Cost for such period and the necessary cost of municipal improvements undertaken in said period; that the total "Public Improvement Cost" of the Phalen Area Pro�ect , Minn. E-2 is $3,265,272 , the .
