RESOLVED, by the Council of the City of Saint Paul, that
the Pro�ect Cost Estimate and Financing Plan of the Neighbor-
hood Development Program Minn. A-1 and Pro� ect Budget No. 9
for the Phalen Area Project Minn. E-2 have been submitted to the
Federal Government and approved by them and the Secretary of
the Department of Housing and Urban Development has obli�ated
the United States of America, under authority of Title I of the
Housing Act of 1949 and acts amendatory thereof, to make capital
grants to said Projects in the amount of two-thirds (2/3) of the
Net Pro�ect Cost and the Net Public Improvement Cost respectively;
be it
FURTHER RESOLVED, that the Council of the City of Saint
Paul hereby estimates that , as such terms are defined in Minne-
sota Statutes , Section 462 . 545, the "Public Redevelopment Cost"
of the Neighborhood Development Program Minn. A-1 is $12,078,438,
the "Capital Proceeds" of such pro�ect is $600 ,000 , and the "Net
Projeet Cost" of such pro�ect is $11,478,438 for the annual
increment period from May 1, 1973 through June 30, 1974; that the
local share of the Net Pro�ect Cost for said annual increment
period is $3,826,146; that no bonds have heretofore been issued to
fund said share and that the City is , therefore, author3zed to
issue bonds at this time to fund the local share in the amount
of $2,127,322 .15; that the bonds issued during the annual incre-
ment period do not exceed one-third of the Net Pro�ect Cost for
such period and the necessary cost of municipal improvements
undertaken in said period; that the total "Public Improvement
Cost" of the Phalen Area Pro�ect , Minn. E-2 is $3,265,272 , the
. "Capital Proceeds" of such pro�ect is zero, and the "Net Public
Improvement Cost" of such project is $3,265,272, including the
remaining cost of municipal buildings and improvements to be con-
structed within or adjacent to the area of said pro�ect • that the
local share of the Net Public Improvement Cost is $1,088 ,424 of �
which $170,746 .15 has heretofore been funded from available local
funds and the City is authorized to issue $917,677 .85 of bonds

FURTHER RESOLVED, tha.t pursua.nt to the provisions of Laws of
Minnesota 1963, Cha.pter 881 as amended by Laws of Minnesota 1967,
Cha.pter 499, La.ws of Minnesota 1971, Cha.pter 321, and Laws of
1"linnesota 1973, Cha.pter 395 there shall be issued and sold general
obligation bonds of the City in the aggregate principa.l amount of
Three Million Forty Five Thousand Dollars ($3,045,000) for the
purpose of providing additiona.l funds necessary to pay not to exceed
one-third (1/3) of the Net Project Cost of each of the aforesaid
projects and the rema.ining cost of municipal buildings and improve-
ments to be constructed within or adjacent to the �roject areas, to
be denominated "Urban Renewal Bonds, Series 1974-J ' that of the
proceeds from the sale of such bonds, there shall be allocated to
the Neighborhood Development Program, Minn. A-1, $2, 172,322 . 15
and $917,677,85 shall be allocated to the Phalen Area Project, Minn.
E-2; be it .
FURTHER RESOLVED, that sealed proposals be received in the
office of the Director of Finance and Ma.nagement Services, for the
sale of said bonds in accordance with the official Notice of Sale,
a copy of which is attached hereto and ha.s been presented to the
Council and is hereby directed to be placed on file in the office
of the City Clerk; tha.t the terms and conditions of said bonds
and the sale thereof as set forth in said Notice of Sale are hereby
approved and confirmed as the terms of said bonds and the sale
thereof; that the Notice of Sale be published in the ma.nner pres-
cribed by law in the St. Paul Legal Ledger, the official City news-
paper, and in Commercial West; be it

This bond is one of a series of bonds issued and sold by the City
of Saint Paul, in the aggregate principal amount of $3,045,000, auth-

The unqualified approving opinions of the law firm of Briggs and Morgan, Saint Paul,

printed on the reverse sides of the bonds and will state that the City has power and is
obligated to levy ad valorem taxes for the payment of said bonds and the interest thereon
upon all property within said City, subject to taxation by said City without li.mitation of
rate or amount. The successful bidder will be furnished with the usual closing documents,
including a certificate that no litigation is pending affecting the issuance of the bonds.
The bonds will be issued under date of April 1, 1974, and interest is payable October 1,
1974 and semi-annually thereafter on April 1 and October l, at Z`he First National Bank of
Saint Paul, Saint Paul, Minnesota, or Chase Manhattan Bank, N.A. , New York, New York, at the
option of the holder,
The City of Saint Paul will furnish the printed and executed coupon bonds without cost
to the successful bidder in the denomination of $5,000 each. CUSIP numbers will be imprinted
on the bonds if requested by the successful bidder in writing not less than three days after
acceptance of the bid and at the expense of such bidder, who will also be liable for any fee
charged for assignment of said CUSIP numbers. Incorrect numbers upon the bonds will not
constitute cause for refusal of the successful bidder to accept delivery of said bonds.
Under and by the terms of the resolutions authorizing the issuance of the above bonds,
the full faith and credit of the City of Saint Paul, Minnesota, are irrevocably pledged to
pay the principal of and the interest on the bonds when due.
Each bid shall specify in multiples of one-fourth or one-tenth of one per cent the rate
or rates of interest which the issue of bonds bid for is to bear, and shall be accompanied
by a certified or cashier's check made payable to the order of the City of Saint Paul, for
two per cent (2%) of the principal amount of the issue for which the bid is submitted, No
rate of interest may exceed seven per cent (7%) per annum. For each issue, all bonds of
the same rnaturity must bear a single rate of interest from date of issue to maturity. The
rate applicable to any bonds of an issue may not be lower than the rate applicable to bonds
of the same issue having an earlier maturity date, Additional coupons will not be permitted.
No more than five (5) separate interest rates may be bid for each issue. Bidders may not
condition their bids on the award of a11 or none of said issues of bonds. Each issue of
bonds will be awarded as a separate issue.
Awards will be made on the basis of the iowest net interest cost to the City of Saint
Paul, such interest cost to be computed by deducting the amount of any premium bid for the
issue from the total amount of interest payable on the bonds of the issue from their date.

should be enclosed in a sealed envelope plainly marked to identify the issue of bonds for
which such bid is submitted,
Upon award of the bonds, the check of the successful bidder or bidders for each issue
will be deposited by the City of Saint Paul, as part payment of the purchase price of the
bonds of that issue, or as liquidated damages if the bonds are not taken up and paid for
when ready for delivery.

� All bids must be unconditional. No bid will be considered which is not in accordance

and the right is reserved to reject any or all bids. At time of delivery of the bonds,

WHEREAS, the City of Saint Paul has heretofore been ordered by the
Minnesota Pollution Control Agency to abate pollution of the Mississippi
River caused by the discharge of sewage into the Mississippi River;
and
WHEREAS, Chapter 115, Minnesota Statutes , the Water Pollution Control
Act, provides for the prevention, control and abatement of pollution
of all waters of the State; and
WHEREAS, said Chapter further provides that taxes or assessments
levied or bonds issued for the construction, installation, maintenance
and operation by a municipality of a sewage disposal system or any part
thereof are not sub�ect to azy limitation and the municipality shall
have the power for such purposes to levy taxes and assessments and issue
bonds without limitation and without any election or referendum therefor;

Bonds of this issue ma.turing in the years 1985 to 2004, both
inclusive, are subject to redemption and prior payment at the option of
the City in inverse order of their serial numbers on April 1, 1984,
and on any interest pa.yment date thereafter at par and accrued interest
plus a premium of $75.00 if redeemed before April 1, 1991; at a prem-
ium of $50.00 if redeemed on or after April l, 1991, and before April
1, 1996; at a premium of $25 .00 if redeemed on or after April 1, 1996,
and before April 1, 2001; and without premium if redeemed on or after
April 1, 2001: Notice of redemption sha.11 be given by publication of
a notice of redemption once in a daily newspaper of general circulation,
or in a daily fina.ncial paper, published in the City of New Yor�c, New
York, and printed in the English langua.ge, and once in a daily or
weekly periodical published in a Minnesota city of the first class, or
its metropolitan area, and printed in the English langua.ge, which
' circulates throughout the State and furnishes fina.ncial news as pa.rt
of its services, such notice to be published not less tha.n thirty nor
more tha.n for�y-five days prior to the date fixed for redemption, and
if such notice sha.11 ha.ve been given and payment hereof duly ma.de or
provided for, int�rest hereon shall cease from and after the date so
fixed for redemption.
This bond is one of a series of bonds issued and sold by the City
of Saint Paul, in the aggregate principal amount of $4,000,000, auth-
orized by Chapter 115, Minnesota Statutes, and duly adopted resolutions
of the Council of the City of Saint Paul and in full compliance with
said Cha.pter 115, Minnesota Statutes, said resolutions, the Charter
of the City of Saint Paul, and Cha.pter 475, Minnesota Statutes . Said
bonds have been issued for the purpose of providing funds to defray
the expense of the construction, installation, operation and ma.inten-
ance of sewage disposal systems to assist in the prevention and control
of water pollution.
It is hereby certified and recited tha.t all things, acts and
conditions required by the Constitution and Laws of the State of
Minnesota and the Charter of said City to ha,ppen and be done and
performed precedent to and in the issua.nce of this bond, have

happened and been done and performed in regular and due form and
time as required by law and that the issuance of this bond did not
cause the total indebtedness of said City to exceed any constitu-
tional, statutory, or Cha.r�er limitation.

its Official Seal lithographed hereon, to be signed by the litho-
