Wilgus Addition to the City of St. Paul, according to the plat on f ile and of r.ecord in the office of the Register of Deeds in and for the County of Ramsey, State of Minnesota WHEREAS Pursuant to Resolution, C.F. No. 261800, approved Augu st 2, 19�13, a public hearing was duly held on January 24, 1974, before the Council of the City of Saint Paul, said hearing pertaining to the condition of the structures located at 1032 Iglehart� Saint Paul, Minnesota; and WHEREAS, Upon the facts presented at the hearing consisting of photographs= inspection reports and recommendations of the Division of Housing and Building Code Enforcement it is found and determined by t�.e City Council that according to the records and files in the office of the Register of Deeds, the last record owner of the above described property is John E. Blomquist, Inc. and Elton C. Port� Jr. has filed a mechanic' s lien against the property, and James Milsap is the owner of an unrecorded interest in the above property; and that it is further determined that the above described building is a hazardous building within the defini- tion of Minnesota Statutes Section 463.15 for the following reasons: a. '�h.e exterior condition of the building is as follows: Concaved portions of the roof of this dwelling indicate that the sheathing is deteriorated beneath the roof covering. The chimney has deteriorated. The window frames are rotten and siding has some cracks and broken pieces; c. The interior condition of the building is as follows: The floor joists have rotted away from the foundation and the wood beam has failed. On both the first and second floors, the floors slope. There has been vandalism to the first floor fireplace and the doors and trim on the second floor. '�ome of the� plumbing fixtures are missing; d. The building in the above condition is beyond reasona.ble repair; e. The building is unfit for human habitation in its present condition and the above corrections must be ma.de in compliance with th�e Building Code and the Housing Code of the City of Saint Paul in order to ma.ke the same habitable; f. Unless such corrective action is taken to comply with this Order or an answer served upon the City of Saint Paul and filed in the Office of the Clerk of the District Court of Ramsey County, Minnesota, within twenty (20) days from the date of the service of this Order, a Motion for Summary Enforcement of this Order to raze and remove the said building will be ma.de to the Ramsey County District Court; 3. In the event that the buildin g is to be razed by the City of Saint Paul pursuant to judgment of the District Court, all personal property or fixtures which ma.y unreasonably interfere with the razing and removal of this building shall be removed within ten (10) days from the entry of judgment; and if not so removed, the City of Saint Paul shall remove and dispose of such personal property and fixtures as provided by law; 4. If the City of Saint Paul is compelled to take any corrective action herein, all necessary costs expended by the ^ City will be assessed against the above described real estate . and coilected as other taxes; and be it FURTHER RESOLVED� That a certified copy of this resolution and incorporated Order herein be served upon the last record owner of the above described property in the ma.nner provided by law. The owner of record is John Blomquist. The legal description of the property is W. 5' of Lot 13 and all of Lot 14, Block 1, A. B. Wilgus Addition. The building is a 24' x 40 ' two story frame dwelling. Concave portions of the roof of this dwelling indicate that the sheathing is deteriorated beneath the roof covering. The Housing and Redevelopment Authority does not intend to acquire this property.
