WHEREAS� Chapter 764, La.ws 1973� empowers the Council of the
City of Saint Paul to create development districts within the City for
the purposes as set forth in said Cha.pter 764; and
WHEREAS� The City Council appointed a Task Force for the purpose
of considering the establishment of a downtown development district, and
this Task Force ha.s recommended tha.t such a development district be
established and recommended proposed boundaries for such district; and
WHEREAS, The Council is required by said Chapter 764 to obtain
the recommendations of the Saint Paul Planning Commission concerning any
proposed development districts� and to this end requested the Planning
Commission' s review and recommendations concerning the proposed down-
town development district and its boundaries; and
WHEREAS� The Planning Commission ha.s submitted its written
recommendations to the City Council concerning the proposed downtown '
development district� a copy of which is on file in the office of the
City Clerk and available for public inspection; and .
WHER�AS! Chapter 764 prescribed tha.t a public hearing be held
(following publication of notice thereof in the official newspa.per of
the City of Saint Paul for two successive weeks) before the City Council
may take action to establish a development district; now, therefore� be
it
RESOLVED That in accordance with Chapter 764, Laws 1973, the
Council sha.11 ho�d a public hearing on Tuesday, Ma.rch 5, 1974, at 10:00
A.M. in the City Council Chambers at the City Hall and Court House, Saint
Pau1� Minnesota� the public hearing to be for the purpose of considering
the establishment of a downtown develo�p�►ent district, fixing the bound-
aries of this development district� and the City Clerk shall publish
notice of this public hearing in the Saint Paul Lega1 Ledger on Febru.a.ry
16 and Februar 23.

Mayor and Members of the City Council
Pursuant to the request of the City Council , the City Planning Commission
reviewed the boundaries for the Downtown Development District which
were recommended by the Downtown Development District Task Force.
After considerable discussion regarding the boundaries, a motion was made,
seconded and passed unanimously that:
"The City Planning Commission accept the boundaries as
reconanended by the Downtown Development District Task
Force and the Planning Commission reserves the right
to consider each development project separately."
