An ordinance amending Chapter 372 of the Saint
Paul Legislative Code, as amended, pertaining to
miscellaneous licenses.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
. Section I
That Chapter ,372 of the Saint Paul Legislative Code
as amended, is hereby further amended by adding at the end
thereof the following:
" (5) Rental of multi-use kitchenware, utensils,
�ableware, or multi-use food and/or beverage
fountains.
(a) ' Kitchenware' shall mean all multi-use
utensils other than tableware used in the storage,
preparation, conveying, or serving of food. .
'Tableware' shall mean all multi-use eating
and drinking utensils, including knives, forks
and spoons. 'Utensils' shall mean any instruments
• used in the storage, preparation, conveying or
serving of food. 'Food and beverage fountain'
shall mean any automatic device which dispenses
food and/or beverage without the necessity of
replenishing the device between each serving
operatio�.

(b) Requirements. All standards set,
forth in Chapter 291 of this Code shall be
complied with by all persons who apply for
a rental license hereunder.
(c) Inspection by Health Officer. A
copy of all license applications shall be
referred to the Health Officer or his authorized
agents for review. The FIealth Officer shall
make a recommendation on the application to
the City Council, who may then grant or deny
such application.
(d) License Fee. The annual license fee
shall be ten (10) dollars.°
Section I#
This ordinance shall take effect and be in force thirty
(30) days after its passage, approval and publication.

Dear Mr. Kelley:
Doctor Paul J. Cox has submitted several recommendations relative to amend-
ments to Chapters 291 and 372 of the Saint Paul Legisiative Code. When the
Food Ordinance (Chapter 291 ) was passed in 1968, warehousers were exempt
from licensure. This was probably done by omission, rather than by design.
As a result, several of the facilities in Saint Paul which store food are
uniicensed, since warehousers are exempt from licensure if they are not also
wholesalers.
Doctor Cox has discussed this with Mr. Peter Regnier, and it is proposed
that Chapter 291 .01 . Licenses., Subdivision I (B>, be amended to read as
follows:
"Class B Bakery, outlet for bakery products, butcher, caterer,
confectionery store, food distributor, manufacturer,
processor, wholesaler and/or warehouser . . . . . . . . $45.00".
Doctor Cox has also discussed an addition to Chapter 372. Miscellaneous
Licenses. A recent survey indicated that there are presently three (3)
unlicensed rental agencies which rent dishware and beverage fountains with-
out having proper cleaning and sanitizing facilities.
A copy of Doctor Cox's proposed addition to Chapter 372 is enclosed.
Will you please take whatever steps are necessary to amend the chapter cited
above, if you feel such action is indicated.
