WHEREAS� the council of the City of Saint Paul is informed
that there exist homes within the City which do not comply with
the various building and housing eodes and that many of said
homes could be rehabilitated by the owners thereof so as to
bring the homes into code compliance ; and
WHEREAS, the Council finds that the public interest will
best be served if said existing homes would be brought into
, code compliance , thus making it possible for the home owners
to remain inhabitants of this City; and
WI�REAS� this Council is informed that there do not exiat
readily avail.able loans to persons of low and moderate income
from either the private lending sector or �romVthe federal
government ; and
WHEREAS, this Council is informed that pending legislation
in the form of H. F. 2602 will make it possible for tY�e Minnesota
Hous�.ng Finance Agency to make �ehabilitation loans �o owners
or p��ential owners of single family dwelling units regardless
of s�atus or income of the borrower and authorizing the issuance
of ��OQ,000,000 bonds for this purpose ; now, therefore� be it
RESOLVED� th=�t this Council hereby strongly endorses the
' proposed legislation now before the Minnesota Legislature and
� embodied in H. F. 2602 and urges the Ramsey County Delegation
i to the Legislature to support passage of said legislation.
