Presented By Referred To Committee: Date Out of Committee By Date In the ma.tter of hazardous buildings being that 24' x 40' two story frame dwelling known and de- scribed as 783 West Central in the City of Saint Paul and situated upon those premises legally described as Lot eighteen (18) of Block seven (7) in Butterfield Syndicate Addition No. l, Ramsey Co. , Minn. , according to the recorded plat thereof on file and of record in the office of the Register of Deeds in and for said County WHEREAS, pursuant to Resolution, C. F. The building is $�ariding vacant, abandoned and is subject to being entered by unauthorized persons; b. the exterior candition of the building is as follows: The front porch floor is rotted and broken. The cornices are falling; c. The interior condition of the building is as follows: The first floor Joists are���mildewed from dampness leaking through the floor. On the first and second floors the plaster is cracked and falling. Some interior trim has been removed and the balance is deteriorated. The stairways are worn and deteriorated. The bathroom floor has rotted. The plumbing, electrical and heating systems are old and deteriorated. The plumbing is taped and had been leaking causing the plaster to fail off the walls and ceilings below. The electrical system has been vandalized. The heating plant is in poor condition; d. '�he building in the above condition is beyond reasonable repair; � e. The building is unfit for human habitation in its present condition and the above corrections must be - ma.de in compliance with the Building Code and the Housing Code of the City of Saint Paul in order to ma.ke the same habitable; f. The building constitutes a nuisance and a hazard to the public health, safety and welfare because of its physical damage, �.ilapidation and ina.dequate ma.intenance; g. There is a retaining wall on the east lot line which is in a darigerous condition and should be removed; ` now, therefore, be it RESOLVED, That in accordance with Minnesota Statutes Sections 463.15 through 463.26, and based upon the foregoing findings of the City Council, the Council of the City of Saint Paul does he�eby make the fo�.lowing Order: ORDER 1. Unless such corrective action is taken to comply with this Order or an answer served upon the City of Saint Paul and filed in the Office of the Clerk of the District Court of Ramsey County, Minnesota, within twenty (20) days from the date of the service of this Order, a Motion for Summary Enforcement of this Order to raze and remove the said building �ill be ma.de to the Ramsey County District Court; 3. In the event that the building is to be razed by the City of Saint Paul pursuant to judgment of the District Court, all personal property or fixtures which ma.y unreasonably inter- fere with the razin and removal of this bu ilding shall be removed within ten �10) days from the entry of judgment; and if not so removed, the City of Saint Paul shall remove and dispose of such persona.l property and fixtures as provided by law; 4. If the City of Saint Paul is compelled to take any corrective action herein, all necessary costs expended by the City will be assessed against the abo�e described real estate and col�ected as ot�.er taxes; and be it FURTHER RESOLVED, that a certified copy of this resolution and incorporated Order herein be served upon the last record owner of the above described property in the ma.nner provided by law. ! Central File #2443 Hearing Date 11/29/73 Honorable Council: The Division of Housing and Building Code Enforcement is hereby submitting its report on the condition of the structure at the location referred to above. J' � Madam Pres.ident and City Council Re: 783 Central �21 Inasmuch as the inadequate maintenance, the physical damage and the dilapidated condition outlined above constitute a public hazard and the owner has made no attempt to satisfactorily repair the dam= age despite our Hrarnings, arid the continued vacant and boarded up condition contributes a blighting �inf�luence on the neighborhood, it is the recommendation of ths bureau that this matter be referred to the City Attorney's office for razing and removal through District Court proceedings. .
