RESOLVED, That upon and pursuant to the pertinent appeal,
under the Zoning Code, by George Smolik, owner of the subject
real estate, situate in the City of Saint Paul and described

Dear Sir:
This is written in response to the appeal of George 0. Smolik to relax density
requirements, and to install an 8-car parking lot, on property located on the
east side of Nugent between St. Clair and Grace. This property is further
described as follows:
Lots 3 and 4, Block 3, Watson & Rice's Sub. C., Block 1, Stinson
Brown & Ramsey's Addition to the City of St. Paul.
The Board of Zoning heard this matter on November 15, 1973. The staff reported
the appellant has a lot with an area of 8,000 square feet on which a 4 unit
apartment is constructed and wishes to add an additional apartment unit in the
basement. The lot is 700 square feet short of the lot requirement for a five
unit apartment building. The parking lot meets design standards. Staff
reco�nended denial of the appeal since there is no hardship involving the land or
buildings.
The �aard of the West seventh Street Association recommends approval of the

After discussing the need for housing, snow, and trash removal, the Board voted
unanimously to recommend granting both the appeal and parking lot pernnit.

A. HISTORY: An appeal to the Council to relax density requirements and permit the
movement of a large triangular building to the site for use as an apartment
building was denied in 1970. A special use permit was issued in 1971 to pe�nit
the construction of a 6-car parking lot to be used in conjunction with the
four-plex located on adjoining property. Two petitions to rezone this property
to Commercial (one in 1957, the other in 1958) were declared insufficient.
B. AREA ZONING: The site is located in a "C" Residence area. There is extensive
cammercial and light industrial zoning along West Seventh St. to the north.
C. DESIGN STANDARDS: Revised plans meet deS_ign standards.�
D. FRONTAGE AND AREA: The entire site containing the four-plex and parking area
contains 8000 square feet. The Site has an 80-foor frontage on Nugent, and is
100 feet deep.
� E. SITE CONDITIONS: The site presently is developed with a four-plex and 5-space
parking lot. The elevation is approximately street grade along Nugent, and slightly
higher than the lot abutting the rear of the site.
(NOTE: The applicant is applying for this permit in conjunction with a request
for a relaxation of the density standard for the four-plex now located on the site.
