An administrative ordinance approving the terms
and conditions of a "Memorandum of Understanding"
applying to the employees of the Municipal Court of
the City of Saint Paul .
WHEREAS, Pursuant to the provisions of Minnesota Statutes
Section 488A. 20, subd. 6, the salaries of the employees of the
Saint Paul Municipal Court are set by the City Council upon the
recommendation of the Civil Service Bureau; and
WHEREAS, The Civil Service Bureau of the City of Saint Paul
has made the recommendations contained in the attached Memorandum
of Understanding for the salaries and benefits of the employees
of the Municipal Court of the City of Saint Paul for the calendar
year of 1974 ; now, therefore

THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDA,�N:
Section l . That the Memorandum of Under`st'����:rig� dated as . ,
of the effective date of this ordinance, and attached hereto, and' `
on file in the office of the City Clerk is hereby approved and
the authorized administrative officials of the City of Sa.int Paul
are hereby authorized and directed to execute said Memorandum of
Understanding on behalf of the City of Saint Paul .
Section 2. All of the terms and conditions set forth in
said Memorandum of Understanding shall be in force and effect on
the first pay period for the employees of the Municipal Court of
the City of Saint Paul in the year 1974, pursuant to the intent
of the Council as set forth in Council File No. 262851 and
Council File No. 262768 .

Section 3 . That any other ordinance, rule, or regulation
in force when said agreement takes effect, inconsistent with any
provisions of the terms and conditions of said agreement, is
hereby repealed.
Section 4. That this ordinance shall take effect and be
in force thirty (30) days after its passage, approval and publication.

This memorandum of understanding shall apply to the employees of
the St . Paul Municipal Court and shall include the employees in
the positions listed below:

Assistant Assignment Clerk
Assistant Deputy Clerk--Municipal Court
Cashier--Municipal Court
Chief Deputy Clerk--Municipal Court
Clerk I--Municipal Court
Clerk II--Municipal Court
Clerk III--Municipal Court
Clerk IV--Municipal Court
Clerk--Municipal Court
Clerk-Stenographer I--Municipal Court
Clerk-Stenographer II--Municipal Court
Clerk-Stenographer III--Municipal Court
Clerk-Typist I--Municipal Court
Clerk-Typist II--Municipal Court
Clerk-Typist III--Municipal Court
Court Administrator
Deputy Clerk--Municipal Court
Index Clerk--Municipal Court
Law Clerk
Senior Clerk--Conciliation Court
Senior Deputy Clerk--Municipal Court

Employees employed in the aforementioned titles and positions
shall receive the following salary and fringe improvements for
the year 1974:
1. A salary increase of 7 . 50 (Seven and one-half percent) .
2 . An improvement in the vacation schedule in the following
categories :
(a) For those employees with at least fifteen (15)
years , but less than twenty-five (25) years'
service, add one day paid vacation to present
schedule.
(b) For those employees with twenty-five (25) years
or more of service , add two days ' paid vacation
to present schedule .
3. Modify the sick leave conversion to vacation policy, to
allow eligibility for conversion when 180 days have been
accumulated. (Replaces present 200-day reauirement) .
4 . Add $1 ,000.00 (One Thousand Dollars) to severance pay
allowance. (Severance allowance will now become
$4 , 000. 00 (Four Thousand Dollars) .
5 . Provide paid health insurance (same as for active
employees except for life insurnace) for those who
retire prior to age 65 , to be continued to age 65 .
6. Add one paid floating holiday.
