An administrative ordinance approving the terms and
conditions of a collective bargaining agreement between the
City of Saint Paul and Local Union 1842 District Council 91
of the American Federation of State and County Municipal
Employees, AFL-CIO.
WHEREAS, the Council pursuant to the provisions of 5ection 12. 09 of
the Saint Paul City Charter and the "Public Employees Labor Relations Act",
recognizes Local 1842 District Council 91 of the American Federation of State,
County and Municipal Employees as exclusive representative for those classes of
positions within the City of Saint Paul certified by the Bureau of Mediation Services
and Case No. 74-PR-7-A for the purpose of ineeting and negotiating the terms and
conditions of employment for all full time personnel and said classes of positions as
set forth in the agreement between the City and the exclusive representatives herein-
above referenced, and
WHEREAS, the City through designated repre sentative s and the exclusive
representatives have met in good faith and have negotiated the economic terms and
conditions of �mployment for the calendar year of 1974 for such personnel as are set
forth i.n a "Memorandum of Agreement" betwe�n the City and the exclusive repre-
sentatives; now, therefore,
THE COUNCIL OF THE CITY OF 5AINT PAUL DOES ORDAIN:
Section 1.
That the "Supplemental Memorandum of Agreement" dated as of the
effective date of this ordinance between the City of 5aint Paul and Local 1842
District Council 91 of the American Federation of 5tate, County and Municipal
Employees on file in the office of the City Clerk is hereby approved and the author-
ized administrative officials of the City are hereby authorized and directed to execute
said agreement on behalf of the City.

Section 2.
That all the terms and conditions set forth in said "Supplemental Memorandum
of Agreement" shall take force and effect on the first pay period for the City employees
in the year of 1974.
Section 3.
That any other ordinance rule or regulation in force when said agreement
takes effect inconsistent with any provision of the terms and conditions of said agree-
ment is hereby repealed.
Section 4.
That this ordinance shall take effect and in in force thirty (30) days after its
passage, approval and publication.

THIS SUPPLEMENTAL MEMORANDUM OF AGREEMENT by and between
the City of Saint Paul and the technical personnel unit represented by District
Council 91, of the American Federation of State, County, and Municipal
Employees, AFL-CIO.
This constitutes a tentative agreement between the parties which is
supplementary to the Memorandum of Agreement earlier negotiated, which
t��ill be recommended by the City Negotiator but is subject to the approva.l of
the Adrninistration of the City and the City Council.
The following are the modifications and changes in the original Memoran-
durn of Abreement adopted by the parti�s.
x, Eftective Jan�zary 5, 1�'7�t, s��bs�.itute a ?. 5% (Seven and oza.e-half
per cent) sa�ary incr�ase for tl�e 5. 5% (Five �.nd one-hali per cent)
vre�viously negotiated.

negotiated, substitute a �z�-��:rance pay allowance of $4, 0�0. 00
(Four Thoi.:sand Dollars) effec�tive January �, 1974. (Total addition
of $1, 000. 00 (One Thousand Dollars) to the severance pay allowance. )
It is further understood th�.t this improv°ment will be implemented
to the extent permitted by law. .
