02-1023Council Fi1e # ��` loa3 Resolution # Green Sheet # 202053 2 0 6 7 10 I1 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 Presented By Re£erred To RESOLUTION CITY OF SAINT PAUL, MINNESOTA �� Committee: Date RESOLi3TION RE-APPROVING THE Si1MMARY OF THE PHAI..EN CORRIDOR DEVELOPMENT STRATEGY WHEREAS, the Ciry Council on Mazch 3,1999 by Resolution 98-1133 adopted the Land Use Plan Chapter of the Comprehensive Plan which called for redeveloping the Phalen Corridor in partnership with the Port Authority of the City of Saint Paul; and WIIEREAS, the City Council on March 24, 1999 by Aesolution - 99-89 adopted the Comprehensive Plan Summary and General Policy which called for redeveloping brownfields in the Phalen Corridor into business centers, and WHEREAS, the City Council on April 4, 2001 by Resolution 01-298 adopted the Summary and Summary Amendmentofthe Phalen CorridorDevelopmentStrategy as an addendum to the SaintPaul Comprehensive Plan which described an economic vision and land use concepts foT the Phalen Corridor, including a schematic site plan for developing a business center in the Phalen-Westminster area; and WHEREAS, the Economic Development Administration (EDA) ofthe United States Deparhnent of Commerce has jointly awarded the City of Saint Paul, the Port Authority of the City of Saint Paul, and the Board of Water Commissioners a$2,000,000 grant for roadway construction and reconstruction and the installation of water, sanitary sewer, and storm sewer lines to serve the 24-acre Weshninster Junction Business Center, to be owned by the Saint Paul Port Authority, in fulfillment of the above plans; and WHEREAS, as a condition of the grant the Economic Development Administration requires that the economic development strategy to be implemented with their grant be approved within one year prior to the date of the application, and the Summary of the Phalen Corridor Development Strategy was approved by the City Council about thirteen months prior to submission of the application to the EDA; and WHEREAS, no conditions have changed to render the Summary ofthe Phalen Corridor Development Strategy any less relevant ar in any way in conflict with existing adopted City policies and plans; NOW THEI2EFORE BE IT RESOLVED, that the City Council of Saint Paul, Minnesota hereby re-approves the Summary of the Phalen Corridor Development Strategy. Because the Summary of the Phalen Corridor Development Strategy was approved by the City Council on Apri14, 2001, and because nothing has changed to render it any less relevant or in any way in conflict with existing adopted City policies and plans, the City Council, by the attached Resolution, is being asked to re-approve it. ADVANTAGES IF APPROVEA: The City will be able to accept the $2 million grant. DISADVANTAGES IF APPROVED: None.
