An ordina.nce authorizing the issuance of bonds

said Port Authority of pa.yments, appropriations�
rents and profits and of income from other sources;
prescribing the form and details of such bonds;
and authorizing said Port Authority to pledge the
full faith, credit and resources of the City o:f
Saint Paul for the security of said bonds.
WHEREAS� The Port Authority of the City of Saint Paul by its
Resolution No. 904, adopted June 18, 1974, has requested t�i.e
Council of the City of Saint Paul by ordi�.nee� to a�thorize th�����'�~° � -
issuance of bonds"by said Port Authority in the aggregate principa�
amount of $2,250,000, for the purpose set forth in said resolutionr
a certified copy of which has been presented to the Council and is
now on file in th.e office of the City Clerk� all pursuant to the
provisions of Section 458.193� •Minnesota Statutes; and
WHEREAS, The Council of the City of Saint Pau1� being duly
advised in the premises, finds and determines that it is necessary
for the Port Authority to issue and sell said bonds in the near
future for the purpose of securing funds as needed by it to pa.y the
cost of property acquired and for other purposes in furtherance of
the program of port and industrial development' referred to in said

resolution, and authorized by Minnesota Statutes, Chapter 458,
as amended, in anticipa.tion of the receipt by the Port Authority
of pa.y*ments, appropriations, rents and profits and of income from
other sources, and it is necessary and proper for the Council,
pursua.nt to said law, to authorize the issuance and sale of said
' bonds and the pledge of the full faith, credit and resources of
the City of Saint Paul for the security thereof, and to prescribe
and consent to the form and terms of said bonds when and as
issued by the Port Authority under the authorization granted by
tI�is ordinance;
NOW, THEREFORE, THE COUNCIL OF THE CITY OF SAINT PAUL DOES
ORDAIN:
Section 1.
Tha.t pursua.nt to and in accordance with the provisions, terms
and conditions of this ordina.nce and of Minnesota Statutes, Cha.pter
458, authority is hereby granted to the Port Authority of the City
of Saint Paul to issue and sell its bonds as authorized by Section
458 .193, in addition to its General Improvement Bonds, Series A
to H, inclusive heretofore issued and sold under authority of
Ordina.nces No. �11913, No. 12166, No. 12287, No. 13223, No. 13729,
and No. 250710; and that said boncis are authorized to be issued
and sold in the aggregate principal amount of $2,250,000, for the
'purpose of securing funds as needed by the Port Authority, in said
aggregate amount, in anticipa.tion of the receipt by the Port
Authority of payments, appropriations, rents and profits and of
income from other sources, to defray the cost and expense neces-
sarily incurred and to be incurred in the near future for its
program of port, ha.rbor, industrial and recreational development,
generally described as follows:
(1) The acquisition of waterfront, ripa.rian and
other lands and the construction of docks, �aharves,
piers, dikes� and other related port facilities;
(2) The acquisition, development and redevelopment
of lands for the purpose of establishing a system of
ha.rbor and river improvements and industrial develop-
ments within the port district, and within the industrial
develo�nent district heretofore created therein for that
purpose.
(3) The provision of recreational lands and
facilities along the river; and

(4) Incidental to the foregoing, all cleaning,
dredging and filling, grading and reclaiming marginal
land for port and industrial purposes; the development
of port and industrial areas; and the construction of
storm and sanitary sewage disposal facilities, water
distribution systems for drinking and other purposes,
streets, trackage, surfacing and other land improvements,
and other utility installations in those areas .
Section 2.
That the bonds of each series issued and sold pursuant to
this ordirLance sha.11 bear date not later than the first day of the
month in which such bonds are detivered to the purchaser thereof;
tha.t the first installment of each series sha.11 mature not later
than three years from such date and the last not later tha.n thirty
years from such date; that no amount of principal of any series
payable in any calendar year sha.11 exceed five times the smallest
amount of principal maturing in any calendar year ending three
years or more after the date of issue of the series; tha.t the bonds
of each series sha.11 be issued and sold by the Port Authority in
the ma.nner provided by law, sha.11 be numbered serially, sha.11 be
each in the denomina.tion of a multiple of $1,000, and sha.11 bear
interest not in exce�s of the ma.ximvm rate� germi�tt�ec�t-tmder appli- "'"°
cable law at the time of issue, said interest to be pa.yable semi-
annua.11y, according to interest coupons to be attached to the
same; tha.t the bonds of each series shall be substantially in the
form hereinafter prescribed by the Council and approved by the
City Attorney of the City; tha.t said bonds sha.11 bear such interest
as the City Council shall approve, and sha.11 be sold in one or more
series by the Port Authority to the highest bidder therefor, not
less tha.n 14 days after publica.tion of the time and place for re-
ceiving bids thereon; tha.t the proceeds from the issua.nce and sale
of said bonds, as received by the Port Authority, shall be de-
posited by it in a fund of the Port Authority allocated thereto
and subject to disbursement only in defrayment of the costs and
expenses necessarily incurred and to be incurred by the Port
Authority for the program of port and industrial development here-
inabove described; that all of the bonds shall be payable in lawful
money of the United States of America at the office of a pa.ying
agent or agents designa.ted by the Port Authority, and as security
for the prompt and faithful payment of both principa.l and interest
on said bonds, the Port Authority is hereby authorized to pledge
the full faith, credit and resources of the City of Saint Paul;
tha.t the bonds of each series issued hereunder sha.11 be entitled
"Port AuthoritY of the City of Saint Paul General Improvement
_ Bonds, Series 'I", shall be issued in series consecutively

designa.ted, and beginning with Series I-1, if issued in more than
one series, and the bonds of each series sha.11 be numbered con-
secutively beginning with No. 1; tha.t each of said bonds sha.11 be
signed by the President of the Port Authority, attested by its
Secretary and countersigned by its Treasurer; provided tha.t all
. but one of said signa.tures may be printed, lithographed, stamped
or engraved on the bonds, and interest coupons sha.11 be attached
thereto, and sha.11 be executed and authenticated by the printed,
engraved, or lithographed facsimile signatures of said President
and Secretary; that each of the bonds shall be sealed with the
corporate seal of the Port Authority, or a printed, lithographed
or engraved facsimile thereof; that if approved by resolution of
the City Council, any of said bonds ma.y be ma.de subject to redemp-
tion and prepa.yment at the option of the Port Authority at such
time and price or prices and upon such notice as sha.11 be provided
in said resolution; and tha.t each of the bonds sha.11 be in sub-
stantially the following form, with suitable variations as to
serial designation and number, denomin,ation, place or places of

Dear Mrs. Mix:
Enclosed herein for the purpose of filing with the
City Clerk of the City of Saint Paul is a certified
copy of Resolution No. 904, adopted by the Saint
Paul Port Authority on June 18, 1974. Pursuant to
Minnesota Statutes Section 458.193, the Port Authority
is by Resolution No. 904 requesting the City of Saint
Paul to pass an ordinance authorizing the Port
Authority to issue $2, 250,000.00 of general improvement
, bonds.
This resolution is being filed with the City Clerk
as evidence of such request by the Saint Paul Port
