WFIEREAS, The Council of the City of Saint Paul adopted resolution, C.F. 266797, on February 17,
1976 which allowed for construction of street improvements on Trunk Highways, Municipai State Aid
Routes, County Highways, and County State Aid Routes (collectively called Aid Streets) without
levying of assessments, and

WF3EREAS, In 1986 the City began a comprehensive street paving construction program, currently
known as the Residential Street Vitality Program (RSVP), for which the abutting property owners are
assessed approximately 25% of the cost, and
WHEREA5, properties that abut Aid Streets benefit from the construction of street improvements in the
same amount as street improvements constructed as a part of the RSVP program, now therefore be it
RESOLVED, Properties which abut Trunk Highways, Municipal State Aid Routes, County Highways,
and County State Aid Routes shall be assessed at the RSVP assessment rates, and be it
FIJRTHER RESOLVED, This policy shall take effect on projects constructed in 2003.
