WHEREAS, pursuant to Resolu ion, C.F. 263522, approved Ma.y
16, 1974, a public hearing was s heduled for 10:00 a.m. on May 30,
1974 before the Council of the C'ty of Saint Paul, said hearing
pertaining to the conditian of t e structure located at 574 Lafond
Avenue, Saint Paul, Minnesota; a d
WHEREAS, upon facts present d at said hearing consisting of
photographs, inspection reports nd the recommendation of the
Division of Housing and Building Code Enforcement, it is found and
determined by the City Council t at according to the records and
files in the office of the Regis er of Deeds, the last record
owner of the above described pro erty is the Estate of Friedrich
Gutz; and that there are no lien holders of record; and that it is
further determined that the abov described buildings constitute
hazardous buildings within the d finition of Minnesota Statutes
Section 463.15 for the following reasons:
a. The building is st nding vacant, abandoned
and is subject to being ent red by unauthorized persons ;

3. In the event that the b ilding is to be razed by
the City of Saint Paul pursuant o judgment of the District
Court, all personal property or ixtures which may unreason-
ably interfere with the razing a d removal of this building
shall be removed within ten (10) days from the entry of
judgment; and if not so removed, the City of Saint Paul shall
remove and dispose of such perso al property and fixtures as
provided by law;
4. If the City of Saint Pa 1 is compelled to take any
corrective action herein, all ne essary costs expended by the
City will be assessed against th above described real estate
and collected as other taxes; an be it
FURTHER RESOLVED, that a ce tified copy of this resolution
and incorporated Order herein be served upon th e Iast record
owner of the above described pro erty in the manner pro�tided
by law.

Honorable Council:
The Division of Housing and Building ode Enforcement is hereby submitting
its report on the condition of the st ucture at the location referred to
above.
The owner of record is the Estate of riedrich Gutz and Irene (Gutz) Olson.
The legal description of the property is the North 61.92 feet of Lot 4 ,
Block 2, Michel's Sub of Stinson's Di ision.
The building is a two-story single f ily frame dwelling. The front porch
of this building is pulling away and he screens are torn. The porch floor
is rotten and full of holes. The two chimneys are in need of repair. The
asbestos siding is cracked and broken The basement stairs are rotten and
dangerous. The basement is damp from water seepage. The basement window
frames are rotten. The plaster throu hout the house is cracked and falling.
The windows are broken.
The electrical, heating and plumbing ystems are deteriorated. The plumb-
ing has broken pipes and fixtures . T e electrical system is rotten and has
open boxes . The heating system is ru ted and needs complete servicing.
The Housing and Redevelopment Authori y does not plan to acquire this prop-
erty. The subject property has been oarded by the City since September 5,
1973.
Inasmuch as the inadequate maintenanc , the dilapidated condition and the
physical damage outlined above consti te a public hazard and the owner
has made no attempt to satisfactorily epair the damage despite our warnings,
and the continued vacant and boarded u condition contributes a blighting
influence on the neighborhood, it is t e recommendation of this Bureau that
this matter be referred to the City At orney's office for razing and removal
thro h District Court proceedings.
