WHEREAS, There is an urgent need to develop new methods of
commuter travel to and from the Downtown Area of the City of Saint
Paul; and
WHEREAS� Ecological studies ha.ve shown tha.t 60% of urban air
pollution is caused by auto�nobil�s; and
WHEREAS9 More and �t�re people are using the bicycle as a
ma.jor means of trax�sportatio�. to the Downtown Area as well as for
recreationa.l purPQ���; and
WHEREA�, Wi.th the increased number .ofi bicycles in our streets,
along with �he large number of automobiles present during the
early morning and late aft�rnoon hoaa.rs, it is necessary to desig-
nate certain streets as bicycle routes within the City of Saint
Paul; and
WHEREAS� Summit Avenue, Como Avenue and Edgerton Avenue pro-
vide direc�t routes to the Downtown District and are used by a
significant number of automobiles and bicycles; now, therefore, be
it
RESOLVED, That the Council of the City of Saint Paul requests
the Ma.yor of the City of Saint Paul to establish bicycle routes on
Summit, Como, and Edgerton Avenues on which signs will be posted
establishing these avenues as bicycle routes and prohibiting
pa.rking from 7:00 A.M. to 9:00 A.M. on the side of the avenues
flowing toward the Downtown Area, and prohibiting pa.rking from
4:00 P.M. to 6:00 P.M. on the side of these avenues flowing away
from the Downtown Area.
