in the office of the Register of Deeds
in and for the County of Ramsey, State
of Minnesota
WHEREAS, pursuant to resolution, C. F. 263882, approved July
18, 1974, a public hearing was scheduled for 10:00 a.m. on July
18, 1974 before the Council of the City of Saint Paul, said
hearing pertaining to the condition of the structur�,s located at
99 North Western Avenue, Saint Paul, Minnesota; and
WHEREAS, upon facts presented at said hearing consisting of
photographs, inspection reports and the recomme�dation of the
Division of Housing and Building Code Enforceme�t it is found and
determined l�.y the City Council that according to the records and
files in the office of the Register of Deeds, the last record
owner of. the above described property is United Realty and that
there are no lien holders of record; and that it is further deter-
mined that the above buildings constitute hazardous buildings
within the meaning of Minnesota Statutes Section 463. 15 for the
following reasons:
a. The building is standing vacant, abandoned
and is subject to being entered by unauthorized persons;

b. The exterior condition of the buildi�g is as
follows: The exterior wal.ls are covered with a�bestos siding
which has broken pieces in various areas. Therer are weather
worn areas of roof covering. The front poreh ha�.s rotting .
framing members and� is in need o� repair. A su�lport post is
mis�ing from the exterior stairway and the lowe� portion: of
the stairway has collapsed. The rear ha-tchway �s falling
apart; ,
c. The interior condit ion of the buiitii�lg is as
follows: There is an open sewer line �.n the ba�ement.
Evaluation of the cond�:tion of the foundation a�id first
floor joist was difficult due to lack of ligh�ing. The first
. and second floor rooms have been vandalized. T�.e fireplace
has been torn from the wall. Ceilin� tile and :Plaster has
fallen from the ceilings. Plaster has beeYa rem�ved from the�
walls. The bathYOOm fixtures ha.ve- been demolisl�ed. 'Ttte .
flooring is warped and uneven;
d. The bui��.ing i�n the above condi-tion �s beyond
reasonable repair;
e. The building is unfit for human h�.biCation in its
present condztion and the above eorrections .must be ma.de in
compl�e�nce with the Building Code and the Housing Code of the

f. The building constitutes a nuisance and a hazard to
the public health, safety and weTfare because of its physical
dama.ge, dilap3dation and ina.dequate fnaintena�ce�

2. Unless such corrective action is taken to comply with
this Order or an answer served upon the City of Saint Paul and
filed in the Office of the Clerk of District Court of Ramsey
County, Minnesota, within twenty (20) days from the date of the
service of this Order, a Motion for Summary Enforcement of this
Order to raze and remove the said buildings will be ma.de to the
Ramsey County District Court;
3. In the event that the buildings are to be razed by the
City of Saint Paul pursuant to judgment of the District Court,
all personal property or fixtures which may unreasonably inter-
fere with the razin and removal of these buildings shall be
removed within ten �10) days from the entry of judgment; and if
not so removed, the City of Saint Paul shall remove and dispose
of such personal property and fixtures as provided by law;
4. If the City of Saint Paul is compell�d to take any
corrective action herein, all necessary costs expended by the
City will be assessed against the above described real estate
and collected as other taxes; and be it
FURTHER RESOLVED, that a certified copy of this resolution
•�- and incorporated Order herein be served upon t�he last record
owner of the above described property in the manner provided by law.

Honorable Council:
The Division of Housing and Building Code Enforcement is hereby
submitting its report on the condition of the structure at the
location referred to above.
The owner of record is United Realty.
The legal description of the property is N. 60 ° of Lot 1 and 2 ,
Block 13, Woodland Park. •
The building is a one story frame dwelling and a two car, frame
garage.
The exterior walls are covered with asbestos siding which has
broken pieces in various areas. There are weather worn areas of
roof covering. The front porch ahs rotting framing members and
is in need of repair. A support post is missing from the exterior
stairway ar�d the lower portion of the stairway has collapsed. The
rear hatchway is falling apart.
There is an open sewer line in the basement. Evaluation of the
condition of the foundation and first floor joist was difficult
due to lack of lighting.
First and second floor rooms have been vandalized. The fireplace
has been torn from the wall. Ceiling tile and plaster has fallen
from the ceilings. Plaster has been removed from the walls . Bath-
room fixtures have been demolished. Flooring is warped and uneven
and not level.
The 18 ' x 24' frame garage at the rear of the lot has its walls
covered with asphalt siding which has some areas torn off the walls .
Some of the roof covering has been torn off, exposing roof sheathing,
which has dry rot. The walls are out of plumb. . �r,,

The Housing and Redevelopment Authority does not intend to acquire
this property.
The subject property has been boarded up by the owner since November
30 , 1972 and vacant since September 5 , 1972 . There has been a prob-
lem in keeping these structures secure.
Inasmuch as the physical damage and the dilapidated conditions out-
lined above constitute a public hazard and the owner has made no
attempt to satisfactorily repair the damage despite our warnings ,
and the continued vacant and boarded up condition contributes a
blighting influence on the neighborhood, it is the recommendation
of this bureau that this matter be referred to the City Attorney' s
office for razing and removal through District Court,.proceedings.
