2 RESOLUTION OF THE ST.PAUL CITX COUNCIL AUTHORIZING APPLICATION TO THE
3 MINNESOTA DEPARTMENT OF TRADE AND ECONOMIC DEVELOPMENT'S
4 CONTAMINATION CLEANUP GRANT PROGRAM

7 BE IT RESOLVED that the City of Saint Paul act as the legal sponsor far Island Station
8 project contained in the Contamination Cleanup Grant Program to be submitted on
9 November 1, 2002 and that the Directar of the Saint Paul Department of Planning and Economic
10 Development is hereby authorized to apply to the Department of Trade and Economic Development for
11 funding of this project on behalf of the City of Saint Paul.

14 BE IT FURTHER RESOLVED that the Director of the Saint Paul Deparhnent of Planning and Economic
15 Development has the legal authority to apply for financial assistance, and the institutional, managerial, and
16 financial capability to ensure adequate project administration.

18 BE IT FURTHER RESOLVED that the sources and amounts of the local match identified in the application
19 aze committed to the project idenrified.

21 BE IT FURTHER RESOLVED that the City of Saint Paul has not violated any
22 Federal, State or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or
23 other unlawful or corrupt practice.

25 BE IT FURTHER RESOLVED that upon approval of its application by the state,
26 the Director of the may enter into an agreement with the State of Minnesota for the above-referenced project,
27 and that the City of St. Paul certifies ihat it will comply with all applicable laws and regulation as stated in all
28 contract agreements.

30 NOW, THEREFORE BE IT RESOLVED that the Director of the Depart�nent of Plauniug and Economic
31 Development is hereby authorized to execute such agreements as aze necessary to implement the project on
behalf of the applicant.

The City would like to encourage the contasnination cleanup and redevelopment of the Island Station site for
residential and/or pazk type use, as recommended by the community in the recent Transit Oriented Development
plan for Randolph Station. It is difficult to deternvne the fmancial feasibility of development alternafives for the
site without knowing the cost of contaminafion cleanup for the site. The proposed DTED application is to obtain
up to $50,000 in grant funds for environmental investigation of the site to determine the cost of cleanup. The
DTED fixnds pay for 75% of the investigafion cost. The CitylHRA would be providing a 25% match amount or a
masimum of $16,666.
