F. l�o. 262164, approved September 19, 1973 a public h�aring was scheduled for 10:00 a.m. on September 27, 1�73 before the Council of the City of Saint Paul, said hearing pertaining to the condition o� tY�e structures located at 667 Ashland Avenue, Saint Paul, Minnesota; and WHEREAS, upon facts presented at said hearing consisting of photographs, inspection reports and the recomtrnendation of the Building Department, it is found and determin�d by the City Council that according to the records and files in the office of the Register of Deeds, title to this property is �ested in the FederaY National Mortgage Association and Mortgage As�ociates, Inc. , servicing agency for the mortgage on thi� pro�Derty, and that there _ are no lisn holders of reeord; and that it is ' further determined that the above descxibed buildings eonstitute 'ha.zardous buildings within the definition of Minnesota Sta�ut�s S�ction 463.15 for the following reasons: ° , a. In the event that the buildings are to be razed by the City of Saint Paul pursuant to judgment of the District Court, all personal property or fixtures which ma.y unreasonably interfere with the razing and removal of these buildings shall be removed within ten (10) days from the entryiof judgment; and if not so removed, the City of Saint Paul shall remove and dispose of such personal property and fixtures, as provided by law; 4. The owners of record are Doris V. Lyght and Mortgage Associate. The legal description of the proeprty is Lot 19 , Block 9 , Holcombe' s Addition. The buildings are a 22 story frame duplex and a frame garage. This building has had severe fire damage. The roof framing members have been burned and the roof is sagging. The asbestos siding is broken and has pieces missing. The interior of both the first and second floors have suffered severe fire damage. The plumbing, electrical and heating systems have been damaged by the fire. The frame garage has been reduced to rubble by fire damage. The Division of Fire Prevention reports that this building is a definite hazard and the fire fighters are subject to severe injury when fighting a fire in this building. They request that appropri- ate action be taken to eliminate this hazard. The Housing and Redevelopment Authority does not intend to acquire this property. :1`.� _;�t�`< �� � v �O • �_ R Madam President and Members of the City Council September 25, 1973 (2� Re: 667 Ashland Inasmuch as the physical damage and the dilapidated conditions outlined above constitute a public hazard and the owner has made no attempt to satisfactorily repair the damage .despite our warnings, and the continued vacant and boarded up condition contributes a blighting influence on the neighborhood, it is the recommendation of this bureau that this matter be referred to the City Attorney's office for razing and xemoval through District urt proceedings.
