BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section l. �T. PAUL, CITY OF; FRONTAGE ASSESSMENT FOR .
LJATER SERVICE`7 Notwithstanding any provision of law or the
cha.rter of the city of Saint Paul to the contrary, the council
of the city of Saint Paul, �u.pon the advice of its board of

water commissioners nd in accordance with the procedures set�

�'�forth in Chapter.,a_14.�af the,_:charter of said cit ls hereby
authorized and empowered to assess against each and every lot,
piece or parcel of land in front of which water pipes are hereafter
installed, an annua.l tax or assessmen.t to be determined by the
said council in an amount not to e�:ceed the benefits accruin.g
to the property from the instal�lation, which assessment shall
be a lien thereon and shall be collected by and through the
- county auditor and courrty treasurer in such manner as the council
of such city, by .administrative ordinance, shall prescribe, and
all sums so collected wi11 be for the benefit and use of the
�aaterworks system of said city.
Sec. Special Laws 1885, Chapter 110, Section 26, and Laws
1951, Chapter 272, are repealed. �
Sec. 3. This act sha.11 become effective only after its
approval by. a ma.j ority of the governing body of the city of
Saint Paul and upon compliance tivith the provisions o:E Minnesota
Statutes, Section 645.021.
