WHEREAS, the Council of the City of Saint Paul by
Council File 262351 approved and consented to the reconstruction
of a portion of Saint Paul Ramsey Hospital for the� establishment
of one-half of a nursing unit to accommodate a Fifteen bed
maximu� security unit, which will acconn�odate pati�ents who
are inmates of Stillwater State Prison, and
WHEREAS, the aforesaid resolution approved such
reconstruction on the condition that the Minnesota State
Department of Corrections would assume all restoraition ecsts
if the usefulness of such unit for hospitalizing State Prison
itvaates is unsuccessful, and
WHEREAS, the State Department of Corrections has naw
advised the City of Saint Paul that it could not mske such a
ec�mmitment, now, therefore, be it
RESOVVED, that the Council hereby amends the aforesaid
resolution by striking paragraph 2 thereof in its entirety and
inserting in place and in lieu thereof the followimg:
"FURTHER RESOLVED, that the Council acknowledges that
� the State Legislature has appropriated approximately
� $1,500 ,000 to fund facilities, modifications and pay
' for services to be rendered by Saint Paul-Ramsey
Hospital to State Prison inmates and that �the Minnesota

On October 12, 1973, the City Council passed a resolution approving the
establishment of a Security Unit that will house inmates from Stillwater
State Prison. In developing a contract between the Hospital and the
Department of Corrections it was recognized that the Department could not
legally agree to a future obligation of the State Legislature; that is, the
cost of restoring a nursing circle to its original condition if the arrange-
ment for inpatient service did not satisfy all parties.
Legal counsel has advised that we request the modification of the second
paragraph of the original resolution to read as follows:
. . .�'FURTHER RESOLVED, That the Council acknowledges that the
State Legislature has appropriated approximately $1 ,5000,000
to fund facilities, modifications and pay for services to be
rendered by Saint Paul-Ramsey Hospital to State Prison Inmates,
and that the Minnesota State Department of Corrections will
oversee the modification-construction task and also agrees in
the event, if for any reason, the inpatient Security Unit does
not remain at Saint Paul-Ramsey to seek funds from the State
Legislature to restore the modified and renovated space to its
original condition�and. , ,"
