Out of Committee By � Date WHEREAS, the Council has been advised of restrictive container legislation pending before the Minnesota State Legislature which , if adopted, would create serious business problems for the beverage in- dustries within the State of Minnesota; and WHEREAS, the Council recognizes that the City of Saint Paul is the home of several large beverage industries , pr4viding many jobs and economic well being for the people of Saint P�.ul ; and WHEREAS, the Council believes that the basic environmental con- siderations giving rise to such legislation must be balanced against the substantial negative economic and social impaet in Saint Paul which would result if such legislation were adopted; and WHER.EAS� this Council further believes that the issues involving the beverage industry must be resolved on a national basis, so that �ndividual states and communities are� not unfairly afflicted with significant economic dislocation, now, therefore , be it RESOLVED� that the Gouncil of the City of Saint Paul does hereby express its opposition to any State restrictive container legislation; and be it FURTHER RESOLVED� that the Council hereby urges the State Legislature to pursue the resolution of these issues on a national basis to insure no economic dis�ocation to this area, and in par- ticular the Gity of Saint Paul ; and be it FTNALLY RESOLVED� that copies of this resolution be forwarded by the City Glerk to the Governor� the Chairmen of the Ramsey County Senate and House Delegations � to Representative Karth� and to Senators Mondale and Humphrey. F. 634 relating to a deposit on beverage cont ners. I believe the decision of the legislature on this matter must be based on close scrutiny of the economic and environmental effects of this legis- lation in Minnesota. Potential changes in economic conditions as a result of the energy crisis lead to an increased concern about unemployment and changes in employment patterns. Other energy concerns are also of in- creased importance as they relate to the bill. Therefore, I believe this legislation merits additional review before a final decision is made. I feel that we should attempt to work out a better compromise between concerns for economics and employment and the very important environ- mental issues. I am giving consideration to the many and varying points of view being expressed in my mail and I"will keep your viewpoint in mind when the bill is considered in the Senate.
