WHEREAS, The City of Saint Paul, under the provisions of
the Public Employees Labor Relations Act of 1971, as amended in
1973 , is required to meet and negotiate with publ'ic employees in
appropriate bargaining units and provide for written agreements
evidencing the result of such bargaining; and
� WHEREAS, The City has engaged and designated labor relations
consultants to implement the provisions of said law through
collective bargaining; and
WHEREAS, The City Council recognizes that due to the difficulty
of initially establishing appropriate bargaining units and
negotiating wage and salary rates , fringe benefi�s, and working
conditions for such units some delay will result ;before final
contracts will be passed upon reflecting the Cour�cil ' s determin-
ation as to what constitutes appropriate agreemerlts with these
employee units , and
WHEREAS, The City Council has passed a reso]'�ution indicating
that it is their intention that any salary or wage increase
granted during the negotiations for the year of 1974 may be
effective as of December 22 , 1973 or any date sutpsequent thereto;
and
WHEREAS, It is the intention of the Council of the City of
Saint Paul to allow all fringe benefits and additions to working
conditions which arise out of the negotiations f�r the year of
1974 to be effective as of January l, 1974 or any subsequent date
set by the Council; now, therefore , be it
RESOLVED, That all fringe benefits and additions to working
