This is written in response to the application of Michael G. Madland for a
permit to install a used car lot on property located on the southeast corner
of Robert ancH Winona, and further described as follows:
Lots 8 and 9, Auditor's Subdivision of Lot 6, Bidwell's
Addition to West S. Paul.
The Board of Zoning heard this matter on November 15, 1973. The staff said
the proposal was to convert a vacant gas station into a used car lot. The area
of thc lot is 10,223.5 square feet: Staff then explained the changes that would
have to be made for the plan to meet design standards.
Mr. Mansur, representing the applicant, said they could complq'with all the
revisions.
One neighbor expressed the opinion that a used car lot would be a blight on the
neighborhood.
A mot�_on was made and seconded to recommend approval of the permit subject to
ingress being restricted to Winona, that a privacy fence be constructed along the
east property line and that it be used solely as a used car lot and not a body
shop. The motion carried unanimously.
Plans dated November 19, 1973, have been submitted which me�et design standards
and which incorporate the reco�anendations of the Zoning Board.

A. HISTORY: A filling station was constructed on the site in 1923. A permit
to operate a trailer rental service in conjunction with the service station
was granted in 1954. In 1956, the station was remodeled, with the
condition attached that the� unlicensed used car operation on the site be
discontinued.
B. AREA ZON11�G: The area all along Robert Street, including the site, is zoned
CoIIanercial. Immediately to the rear of the lot is an area zoned "A" Residential.
The area across Robert to the west, beyond the strip of Co�nercial zoning, is
also "A" Residential. The remainder of the area is zoned "B" Residential,
withtsao small areas of "C" Residential to the north and south of the site.
C. DESIGN STANDARDS: Revised �plans meet design standards.
D. FRONTAGE AND AREA: The site has a frontage on Robert Street of 127 feet,
and is 80.5 feet deep. The area is 10,223.5 square feet.
E. SITE CONDITIONS: The site is now occupied by a vacant service station. The
entire site is paved.
- - F. AREA CONDITIONS: There is a single-family residence near the lot line on the
south, as well as to the east at the rear of the lot. At the rear of the lot
the paving continues into the abutting lot to provide access to a garage serving
the residence on that lot. Robert Street is developed as a mixed use of
caa�ercial and residential uses. Another small used car lot exists on Robert
just to the south of the site. Robert is a four-lane heavily-travelled street.
Winona is dead-ended a short distance from the rear of the lot.
