This property is further described as follows: .. Lots D, E and F, Hinkel's Second Amendment to Union Park. This matter was heard by the Board of Zoning on August 15, 1974, at which time staff recommended approval of the permit. A representative for the applicant said pamphlets were sent out to all the neighbors and they held an open forum regarding this facility. There was no one present in opposition to this matter. A motion to recommend approval of the permit carried unanimously. Frontsges along Prior and University are zoned Industrial. There are scattered Coaanercial and "A" Residential zones to the north of the site. C. FRONTAGE AND AREA: This is an irregularly shaped parcel with a frontage of approximately 120 feet on Lynnhurst and 70 feet on Feronia, for an area of approximately 6,110 square feet. D. STANDARDS: The Department of Housing and Building Code Enforcement indicates - that group homes for chemical dependents fall within the definition of ' '"facility for the care of sick persoris" (60.15, amended July 14, 1970), and as such are allowed only in "C" Residential districts or lower. , E. PROPOSED ZONING CODE: The proposed zoning of this site is RM-2, which will allow this use. F. SITE CONDITIONS: The site is above street grade and developed with an older brick duplex in good condition. G. AREA CONDITIONS: Apartments and a nursing hame exist across Lynnhurst. Park Lane Hotel exists on the lot just east of the subject site. The rest of the area is predaminantly residentially developed. . 9.
