WHEREAS, An Ordinance, C.F. No.264359 � 9ranttng permission to the
Union Oil Company of California, to construct, maintain, and operate a
24 inch castng pipe under Shepard Road approximately 650 feet east of the
east right-of-way line of Western Avenue, has been prepared and introduced
to the Council of the City of Saint Paul , and wi}1 be adop�ed on Octo"b���3, 1974,
to be effective eventually on No��'�j 26, 197l�; now therefore, be it
RESOLVED, That pending the said Ordinance becoming effective, the
Director of Public Works is hereby authorized and directed to issue a permit
to the Union Oil Company of California for the construction of said casing
pipe, subject to the same conditions and requirements as set out in Ordinance,
C.F. No.Y6��59 , pending before the Council of the City of Saint Paul , informal
approval of the construction of said casing pipe being hereby given in antici-
pation of the final adoption and approval of said Ordinance.

Re: Proposed Ordinance-Permit
for Shepard Road pipeline
construction.
Dear Mayor Cohen:
Attached is a proposed ordinance which, if passed by the City Council ,
would allow the Union Oil Company to replace a leaking oil line under
Shepard Road with a new pipeline. The Union Oil Company has recently
been requested by the Minnesota Pollution Control Agency to stop the
oil leak.
The attached ordinance will also require that the City's interests be
covered by requiring insurance and bond coverage for two existing
pipelines for which we have no previous record.
Construction of the new pipeline will be carried out in a manner which
will not require disturbing the roadway surface and, therefore, inter-
ference with Shepard Road traffic will be minimized.
Also attached is a proposed Council Resolution which, if passed by the
Council , will grant informal approval of the project and allow construc-
tion to be commenced before the 30 day waiting period , required in Sec-
tion 4 of the ordinance, is over, providing that the permittee has met
all the requirements of the ordinance.
