WHEREAS� The Congress of the United States ha.s enacted the
Comprehensive Employment and Training Act, an Act intended to re-
form the previous Federal approach to manpower, employment and
training programs and establish a flexible, decentralized and
consolidated system of Federal, State and local manpower activities;
and
WHEREAS� The City of Saint Paul, through its Mayor, was des-
ignated as a local prime sponsor and determined to be eligible to
receive Federal assistance for the purposes of providing job train-
ing and employment opportunities for economically disadvantaged,
unemployed and underemployed persons and to assure tha.t training
and other services lead to ma.ximum employment opportunities and
enhance self-sufficiency; and
WHEREAS, The Mayor did cause to be developed, under the super-
vision of the Ma.npower Director and with the advice of the Saint
Paul Manpower Planning Council, CETA Grant Applications and Man-
power Plans, as required under the Act, which calls for the
establishment of a program which wi11 provide comprehensive ma.n-
power services, training and employment opportunities to eligible
persons throughout the City and is intended to provide in-depth
assistance that will cause long term career benefits to partici-
pants and serve more people at a lower cost per person than under
past programs by tailoring programs to meet locally planned needs,
consolidating delivery of services and utilizing the expertise of
local ma.npower delivery agencies; and
WHEREAS, The Manpower Administration of the U. S. Department
of La.bor has reviewed such applications and plans, Titles I and
II of the Act, and deemed tha.t they comply with the Act and the
Regulations and ha.s executed said grants and obligated Federal
funds to implement the program by issua.nce of a Letter of Credit
to the City; and

WHEREAS, Federal funds appropriated for CETA will provide all
funding for the administration and operation of this program and
no City Budget Funds are required; and
WHEREAS, The City' s rdle in manpower programs carried out by
the Ma.yor through the Office of Ma.npower Programs and under the
supervision of the Manpower Director is expanded because of Federal
decentralization from a planning and coordinating role to one
encompassing program planning and design, program implementation,
program administration, program assessment (monitoring and evalu-
ation) , contracting, subgranting, leasing, fiscal control and
grant administration, some of which were previously Federal or
agency responsibilities; and
WHEREAS, To achieve the objectives and serve the population
in the manner indicated in the ma.npower plans, it is necessary tha.t
the City enter into subgrants and contracts with the following
private and public non-profit agencies:
St. Paul Urban Lea ue: To provide low support on-the-
' �o training contracting capability;
St. Paul Jewish Vocational Service: To provide admin-
istrative an coor inative capa i ity to the operation
of an Adult Ca.reer Guidance and Trainin Center designed
to place isa vantage , unemp oye an un eremployed per-
sons on jobs, work experience and into vocationa.l training;
National Alliance of Businessmen: To provide high support
on-t e-�o training contracting capability;
Inde endent School District No. 625: To provide for the
operating o t e n-Sc o0 or an Training Programs
for disadvantaged youth;
Independent School District No. 625 (TVI) : To provide
o�T cationa�l TFraining opportunitie�disadvantaged, un-
employed and underemployed persons; and
Minnesota De rtment of Em lo ent Services: To provide
sta services to t e u t Ca.reer ui ance and Training
Center;
and

WHEREAS, It is necessary that the City enter into a lease for
space at 310 Cedar Street with the Pacific American Real Estate
Fund for the purpose of providing a centra11y-1ocated facility for
the delivery of ma.npower service and office spa.ce; now, therefore,
be it
RESOLVED, Tha.t the Council of the City of Saint Paul hereby
authorizes the Mayor to:
1. accept such grant funds as are made available to the
City by the U. S. Department of La.bor under the
andprehensive Employment and Training Act of 1973,
2. enter into subgrants, contracts, leases and to other-
wise expend funds for all -purposes necessary and
appropriate to planning, implementation, adrninistra-
tion and operation of programs under the Comprehensive
Employment and Training Act of 1973.
