THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That the Zoning Code, Chapters 60 to 64,
inclusive, of the Saint Paul Legislative Code, pertaining to
Use Districts, Height Districts and Rezoning of certain prop- "
erties in the City of Saint Paul, as amended, be and the same
is hereby further amended so as to rezone the following des-
cribed property from "C" Residence District to Commexial,
.�to-wi t:
Lot 20s Block 2, Florence Addition;
situate on property located on the northwest corner of Aurora
Avenue and Marion Street in the City of Saint Paul.
Section 2. This ordinance shall take effect and be in
force thirty days from and after its passage, approval and
publication.

A. SUFFICIENCY: In a letter dated February 19, 1974, the Director, Department of
Finance and Management Services, declared the petition sufficient with the oFmers
of 12, or 85.7% of the 14 eligible parcels having signed the petition.
B. HISTORY: In November of 1973, an application for an 8-car parking lot was
submitted but is being held pending this rezoning. In LPcember, a petition to
rezone this property was declared insufficient.
C. PR�POSED USE: The petition declares the proposed use to be an employee parking
lot to be used in connection with a Savings and Loan Association Branch Office to
be located on abutting property.
D. FR�NTAGE ANll AREA: The site �as a frontage of 38 feet on Aurora and 116.82 feet
on Marion, for an area of 4,439.16 square feet.
E. COMPREHENSIVE PLAN: The Comprehensive Plan reconanencis three and four family
residences, town or raw houses, walk-up and elevator apartment structures, maximum
density - 73 dwelling units per net acre.
F. AREA Z�NING: University Avenue frontage is zoned Light Industrial. South of
Aurora east of Marion is primarily Cammercial with one section of "C" Residential
property. Aurora Avenue frontage is predominantly "C" Residential except the
southeast corner of Aurora and Marion which is Commercial. The north side of
Fuller east to Farrington is "B" Residence and to the south it is "C" Residential. .
G. SITE CONDITI�NS: The site contains a parking lot, complete raith concrete curbing,
driveways and bituminous surfacing. No landscaping has been done on the site to
date.
H. AREA C�NDITI�NS: University Avenue and Rice Street are developed Commercially
as is Aurora Avenue east of Marion. West of Marion is developed residentially,
South of Fuller west of Marion is developed with apartments.

Gentlemen:
Enclosed herewith you will find a Petition to
rezone property, a check for $30 to pay the filing fee
and an Application for Special Council Use Permit. The
property for which these Petitions are being submitted
is 225-227 Aurora Avenue which is the corner lot on
the northwest corner of the intersection of Aurora Avenue
and Marion Street and legally described as follows: Lot
20, Block 2, Florence Addition.
The owner of the property, and petitioner here-
in, is Home Federal Savings and Loan Association. It is
requested that the zoning of said property be changed from
C Residence to Commercial and that a special u�e permit
be issued enabling the petitioner to use the lot as a
parking lot containing 8 automobile spaces to be used
by the employees of petitioner' s branch office which
adjoins the property immediately to the north. This re-
quest is submitted pursuant to Section 64.06 of Chapter
60 through 64 of the St. Paul Legislative (Zoning) Code.
The petitioner, Home Federal, has just recently
received approval by St. Paul City Council to build and
operate a branch office of Home Federal Savings and Loan
on the north, University Avenue, half of the same block.

Dear Madam:
This is written in response to the petition of Home Federal Savings and
Loan Association to rezone, fram "C" Residence to Co�mm�ercisl, property
located on the northwest corner of Aurora Avenue and Marion Street. This
property is further described as follows:
Lot 20, Block 2, Florence Addition.
This matter was heard by the Board of Zoning on March 21, 1974. Staff
reported that an 8-car employee parking lot permit is being held pending
this rezoning. The parking lot was already built. Staff explained their
desire for this parcel to be zoned P-1 in the proposed ordinance and
recoRnmended approval of the rezoning.
A neighbor appeared in opposition to the rezoning, stating that the parking
lot is already buil� and the cars overhang the sidewalk. He asked that
there be an extension of a month to allow time for the petitioner to meet
with the neighbors so they could present their views.
There was discussion among the Board and the petitioner about their plans
for property they own on the same block on Aurora. The applicant said
they purchased the property to restrict the residential use of the alley
and there were no plans to expand the parking.
A motion was made and seconded to resubmit the matter to the Traffic
Engineer for some suggestions regarding the use of the alley, restrictions
as to the driveway, and installation of concrete bumpers. The motion carried
unanimously.
This matter was heard again on April 18, 1974. Staff reported that the
Traffic Engineer wanted to retain the option of installing curbing in the
alley area to deter co�ercial use of a partially residential alley if
problems arise. The Traffic Engineers also felt that signs indicating
"employee parking only" and "Exit Only" should be installed. Staff's
recaannendation was for approval.

A motion was made to reco�end approval of the rezoning, subject to staff's
recommendation and with the recommendation that the property be designated
a P-1 district under the proposed code. The motion carried by a vote of
4 to 1. Mrs. Norton voted against this motion stating she didn't feel
the zoning was appropriate and thought their intention was to take over a
major portion of the residential block.
At their meeting of May 31, 1974, the Planning Cammission voted unanimously
to recommend approval of the rezoning.
